Mission
In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Role
The MEAL Officer will be responsible for the Ukraine programme’s Monitoring, Evaluation, Accountability, and Learning (MEAL) activities, specifically, for assessing and measuring quality of Geneva Call engagement work in Ukraine. Working under the supervision of MEAL Coordinator, the MEAL Officer will contribute to the overall programme quality through the strategic planning and implementation of all MEAL processes and activities, required to improve Geneva Call’s program quality over the course of project implementation and to demonstrate a positive impact on the protection of civilians. Also the MEAL Officer will contribute to the design of MEAL tools, data collection, analysis, reporting and follow up in collaboration with project teams.
Core responsibilities
- Support project teams to ensure appropriate data collection and management, including review and validation.
- Support in the development of MEAL tools, including developing assessments, baselines, monitoring and evaluation systems, data analysis and report writing.
- Develop project MEAL plans based on project logframes and indicators.
- Monitor overall project implementation, including field visits to verify data.
- Support the development of monthly and/or quarterly reports; manage preparation of additional reports for donors as required.
- Generate monthly indicator reports for tracking progress against key indicators as needed.
- Support project teams in ensuring that programme related actions are taken based on MEAL findings and feedback from project stakeholders.
- Contribute to development of and reporting on project reviews, assessments, surveys, and other analytics, as well as evaluation processes and tools.
- With support from programme team colleagues, provide high quality project information to both internal and external stakeholders, extracting detailed project data relevant for reporting.
Main qualifications
Education and experience
- Master’s Degree in social sciences, humanitarian and/or development studies, communications, or relevant field.
- Minimum 3 years equivalent work experience, preferably in a humanitarian organization.
Technical skills
- Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
- Familiarity with standard grant management tools such as logical frameworks;
- Knowledge of monitoring and evaluation as it links to implementing successful projects, both day to day and measuring and demonstrating impact;
- Ability to design, implement and evaluate data collection tools and analysis;
- Understanding of proposal management, including project design and proposal writing;
- Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines;
- Good level of proficiency in Word, PPT, KoBo Toolbox and PowerBI, or equivalent.

- English (C1-C2)
- Ukrainian / Russian (B2-C1)
Qualifications
- Ability to work under pressure, travel frequently in conflict-affected areas and to handle numerous tasks simultaneously;
- Capacity to think critically and produce high-quality reports and analysis;
- Strong inter-personal, communication and leadership skills;
- Strong organizational and analytical skills.
