Title: Legal and Policy Officer
Type of contract: Employment – Competitive salary

Location: Ukraine home based (ideally in Kyiv) with in-country travel

Background 

The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparation for survivors of conflict-related sexual violence (CRSV) around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparation programmes. It also guides states and civil society by providing expertise and technical support for designing reparation programmes. GSF’s unique co-creation model and survivor- centric approach are the cornerstone of its work.

The Project

GSF and the Dr Denis Mukwege Foundation have signed a Memorandum of Understanding with the Service of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine and the Government Commissioner for Gender Equality Policy to enhance access to reparations for survivors of CRSV in Ukraine through holistic care and access to urgent interim reparative measures.

As an organisation dedicated to advancing the realisation of the right to reparation in a survivor-centred manner and through a co-creation approach, GSF is committed to enhance access to reparation for survivors of CRSV in Ukraine and, to this aim, will work with survivors and the Ukrainian government on the design and implementation of an urgent interim reparative measures programme.

Role Summary

The Legal and Policy Officer will support the GSF Ukrainian team on the provision of policy and legislative proposals to the Government of Ukraine, members of parliament, or other policymakers. This will involve defining proposals with the team and in consultation with civil society organisations and survivors’ groups, working closely with them to translate their interests and demands into legal and policy workable solutions based on comparative experiences. The Legal and Policy Officer will also provide support to the implementation of the pilot project and to other activities implemented by GSF in Ukraine, including the provision of logistical support when needed.

The Legal and Policy Officer will report to the GSF Senior Advisor and will support and work alongside and in coordination with the Country Representative, GSF Project Manager, Director of Programmes, the Head of Country Advocacy and Technical Support, and other technical experts as needed.

Position Responsibilities:

  • Support the drafting of advocacy tools, briefings, expert and advisory documents on national legislation, regulations, and policies to help define laws or regulations for guaranteeing reparations for CRSV or for implementing GSF pilot project;
  • Provide legal advice to the GSF team, researching legal questions relevant for policy proposals and/or for the implementation of the pilot project, including legal support to the Victim Identification Committee;
  • Support the GSF team in organising consultations and discussions with survivors’ organisations, civil society, partner organisations and policymakers to guarantee that policy proposals reflect the interests and rights of survivors of CRSV;
  • Provide legal support to the GSF Project Manager in the development and implementation of the pilot project for urgent interim reparative measures;
  • Ensure quality translation of the GSF documents in line with specific requirements of the state counterparts;
  • Ensure effective formal communication with the Ukrainian authorities, including the different ministries and offices as well as with other relevant actors as directed by the Senior Advisor, Country Representative, and/or Project Manager;
  • Support the organisation of GSF visits to Ukraine, undertake missions to Ukraine’s neighboring countries, trainings in Geneva and other relevant locations, other bi-lateral and multi-lateral meetings (online or in person) and high-level workshops as required;
  • Support preparation of proposals, concept notes, Terms of Reference, and other technical documents, as required;
  • Ensure secure and up-to-date archiving of all relevant office documentation on GSF SharePoint;
  • Support the GSF team with other tasks as necessary.

Position Requirements:

  • Bachelor required (Master level qualification desirable) in law, international relations, public administration, or other relevant equivalent studies;
  • Minimum 5 years of relevant experience career in the legal/public administration fields;
  • Strong interpersonal skills, with proven ability to communicate and establish positive working relationships with different type of people and institutions;
  • Strong commitment and understanding of gender approaches, women empowerment, and on participatory processes for addressing social issues;
  • Understanding and endorsement of survivor-centred approaches, including a good understanding of international standards on this issue;
  • Flexible and proven ability to adapt and respond to the changing environment;
  • Attention to detail;
  • Fluency in verbal and written Ukrainian and English essential;
  • Ability and desire to work in a diverse team;
  • Good networking, diplomatic, and planning skills;
  • An affinity in working with survivors and promoting a survivor-centred approach.

Desirable experience:

  • Experience working on human rights, humanitarian law, conflict-related sexual violence, the right to reparation, transitional justice, and/or social policies for addressing gender and sexual based violence or gender discrimination;
  • Previous experience of providing advisory/technical support to the legislative and/or executive institutions;
  • Experience with support and facilitation of multiple stakeholders’ activities and liaising with governmental and non-governmental stakeholders;
