Position Description
EnCompass LLC is implementing the seven-year Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.
For an upcoming study, EnCompass seeks a Ukrainian Mental Health Specialist to serve on a National Mental Health Investment Case Study. This individual should have a strong professional background in Ukraine’s mental health sector and possess a current knowledge of Ukraine’s public and private mental health services. This person should also have a proven record of working on health sector research activities, excellent communication skills (both verbal and written), and experience collecting data in Ukraine.
The study will be conducted in a hybrid mode (a combination of online and offline work). The Mental Health Specialist position is for a Ukrainian national and travel in-country for data collection is anticipated.
The total Level of Effort (LOE) for this role is up to 45 days from mid-December 2024 to May 30, 2025.
Position Duties and Responsibilities
Essential functions:

Provide technical expertise on Ukraine’s mental health sector at client scoping meetings.

Contribute to the development of the study design and workplan based on scoping discussions with USAID and implementing partner staff, the study statement of work, and core project documents.

Contribute to the desk review of current state of Ukraine’s mental health sector, relevant Ukrainian legislation, and other relevant documents.

Contribute to the development of quantitative and qualitative data collection tools (desk review guide, interview guides, focus group discussion guides, survey guides, etc.).

Participate in data collection.

Contribute to the initial findings presentation for USAID.

Provide targeted inputs to the draft report, respond to USAID comments, and contribute to the final report.

Participate in the presentation of the final report for USAID Ukraine and other stakeholders.

Qualifications
Academic Qualifications

Minimum of a Master’s degree in Public Health, Social Work, or a related field
Experience and Skills
-
Minimum of 5 years of experience in Ukraine’s mental health sector.

Proven track record of conducting research in the mental health sector.

Excellent knowledge of the current state of Ukraine’s mental health society sector.

Proven experience collecting and analyzing data.

Excellent written and verbal communication skills.

Familiarity with USAID programming, policies, and practices, especially in the health sector preferred.

Fluent in Ukrainian; strong English language written and oral skill preferred.
