Department Overview
Pact is implementing a project, Community Action for HIV Control. The project goal is to accelerate Ukraine’s effort to achieve epidemic control by 2030 through improved prevention, testing, and linkage to care among individuals/persons/populations at high risk of HIV infection or living with HIV.
Position Purpose
The Security Officer will support Community Action for HIV Control in ensuring safe and informed implementation of activities in the evolving security context of Ukraine. The position focuses on practical, field-level coordination and proactive risk mitigation and provides advisory support to Pact staff and implementing partners.
The Security Officer will work closely with Pact’s leadership team, implementing partners, and USAID’s security focal point. The officer plays a central role in risk analysis, incident preparedness, journey management, coordination, training, and ongoing communication. In the event of a security incident, the Security Officer will act as a technical advisor and active member of the Local Incident Management Team (LIMT).
Specific Duties and Responsibilities:
Intelligence and Information Sharing: Collect both high-level and ground-based security information. Verify and triangulate all data prior to dissemination to ensure accuracy and build trust with staff and partners.
Journey Management: Apply intelligence to plan and manage staff movements outside major hubs (e.g., Kyiv). Use deconfliction protocols with Ukrainian authorities, maintain journey records, and mitigate travel risks.
Safety Oversight: Ensure all safety protocols are followed across offices, event venues, and transport. This includes fire safety, medical equipment availability and maintenance, and awareness of natural/war hazards.
Security Risk Management: Identify, assess, and manage security risks across operational activities. Maintain risk calendars and mitigation plans, contribute to regular risk reviews, and oversee related policies and service providers.
Risk Assessments: Conduct risk assessments for planning offline events (location and timing). Conduct risk assessments prior to monitoring visits. Maintain regular security check-ins with staff and implementing partners following major attacks.
Support to Subawardees: Provide guidance and ongoing technical support to implementing partners and subgrantees to help maintain an appropriate level of safety and security at the local level, aligned with Pact’s standards and local context.
Liaison and Coordination: Maintain regular contact with USAID’s Security Officer and participate in security information exchange with other active implementing partners.
Emergency Management: Serve as a technical advisor to the LIMT during emergency events. Coordinate with the Senior Director of Global Security, activate protocols, issue SITREPs, and manage emergency response processes.
Administration: Support management of security-related assets and supplies. Conduct regular inventory reviews and audits related to event, vehicle, and facility needs.
Training and Exercises: Organize and deliver safety and risk management trainings. Lead emergency preparedness exercises as needed.
Required Qualifications and Skills
- Kyiv based.
- Prior experience in the military, police, or security services is strongly preferred.
- Basic working knowledge of English; fluency in Ukrainian (written and spoken).
- Strong written communication and reporting skills.
- Proven analytical and problem-solving skills.
- Professional, discreet, and able to operate in complex or stressful environments.
- Experience in working with diverse teams, external partners, and local stakeholders.
- Training or qualifications in risk management or emergency response are an advantage.
- Reliable, proactive, well-organized, and able to work independently.
