Job organizational context: The Adolescent Officer GJP is to be used in a Country Office (CO) where the Adolescent Development Programme is a major component of the Country Programme (or UNDAF). The Officer reports to the Chief of Section or Specialist who is at Level 5/4/3.
How can you make a difference?
Purpose for the job: The Adolescent Development Officer reports to the Chief of Section or Specialist for close guidance and supervision. (The Level 1 is an entry professional level and should therefore be normally used as a trainee level for the purpose of acquiring organizational knowledge of rules, regulations and processes to supplement academic and theoretical knowledge of the profession for upward mobility to higher responsibilities). Incumbents at this level are not expected to remain for an extended period of time in the post.
The Officer provides professional technical, operational and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical programme information and learning organizational rules, regulations and procedures, to support the development and formulation of the adolescent development and participation programmes/projects within the Country Programme.

The support, research and technical analysis provided by the incumbent strengthens the advocacy, planning and formulation of adolescent development and participation programmes. The achievement of concrete and sustainable results from these programmes contribute to achievement of UNICEF goals in the country to promote the full and active participation of adolescents in determining their essential needs, promoting their rights to a safe environment and protecting their rights to survival, development and well-being in society. Achievements in programmes and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality and inclusion in the country |
To qualify as an advocate for every child you will have…
Education: A university degree in one of the following fields is required: anthropology, psychology, sociology, education or another relevant technical field.
Experience:
- A minimum of one year of professional experience in social development planning and management in adolescent development related areas is required.
- Experience working in a developing country is considered as an asset.
- Relevant experience in a UN system agency or organization is considered as an asset.
Language Requirements: Fluency in English and Ukrainian is required. Knowledge of another official UN language is an asset.

Remarks:
UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

This position is based in Odesa and the incumbent will be expected be work on-site. However, depending on the security conditions and advisory, s/he will be required to relocate within Ukraine.
