WeWorld is an INGO working across 27 countries and is part of ChildFund Alliance. WeWorld has a long-term experience in implementing multi-sectorial responses emergencies (e.g., Syria, Palestine, Haiti, Mali). In Ukraine WeWorld has been providing multi-sectoral lifesaving assistance in Lviv, Kyiv, Kharkiv and Odessa Oblasts, and in newly liberated areas leveraging on existing partnership and capacity to timely identify and respond to needs. WeWorld offices are so far established in Lviv, Kyiv, Kharkiv and Mykolaiv to cover Kherson operation.
We are looking for Technical Field Engineer (National Staff). This position supports the Cash for Repair program aimed at addressing medium and light repairs for households affected by the conflict, ensuring quality and accountability in implementation.
- Main Duties and Responsibilities:
Under the direction and supervision of the Program Manager, the Engineer will be responsible for implementing and following up the project activities in relation to the Cash for Repair program, supporting WeWorld’s areas of operation, primarily in Kharkivska and Donetska Oblasts. Additionally, the Engineer will support the supervision of all renovation and repair works, ensuring consistency, quality, and adherence to project timelines and standards.
In particular, she/ he will be requested to:
Technical responsibilities:
- Conduct damage assessments house by house in targeted areas, documenting findings in line with organizational and donor standards and SOPs.
- Develop Bills of Quantities (BoQs) and other technical specifications for medium and light repairs to ensure quality implementation.
- Monitor contractors’ performance and ensure compliance with technical standards and agreed timelines.
- Follow up on repair activities from start to completion, including verifying progress and issuing completion certificates.
- Ensure repairs meet local and international construction standards and align with beneficiary needs.
Management responsibilities:
- Maintain effective communication with local partners, contractors, and stakeholders to ensure smooth implementation of the project.
- Provide regular reports and updates to the Program Manager, highlighting challenges and achievements.
- Collaborate with the Cash for Shelter Field Officer to manage contracts and ensure timely procurement and delivery of materials.
- Provide timely field activity reports and data in line with WeWorld internal procedures.
Supervision of Works
- Supervise and coordinate with the additional project engineer to ensure alignment and consistency in the implementation of repair activities.
- Support the overall supervision of renovation and repair works across all project sites, ensuring adherence to timelines and quality standards.
- Conduct regular site visits to oversee construction and repair processes, address issues, and provide guidance to contractors and workers.
- Ensure that health and safety standards are maintained at all times during repair works.
Representation:
- Representing the organization in humanitarian coordination meeting and with local authorities whenever requested by WeWorld Program Manager.
- Perform such other duties that may be assigned.
Required Qualifications:
Education & Experience
- Master’s degree in civil engineering, Architecture, Mechanical Engineering, Environmental Engineering, Geology or a related field from an accredited academic institution with three years of relevant professional experience; or
- University degree in the above fields with five years of relevant professional experience.
Languages & Skills
- Working language Ukrainian.
- Fluency in English (oral and written)
- Ability to work with limited supervision.
- Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.
Desirable Knowledge
- Experience in humanitarian emergencies.
- Expertise in Microsoft office software.
- Experience in Cash for Repair or similar programs.
Fieldwork:
Up to 50% of time will be spent in Kharkivska and Donetska Oblasts, in alignment with organizational safety and security protocols.
Duration: 4 months, the position is contingent on funding approval.
