Deloitte is seeking resumes for qualified candidates to serve as Communications Officers (multiple positions open) in support of the USAID Health Reform Support project. The positions will be full-time and based in Kyiv, Ukraine.
- Project Background and Summary:
The purpose of the USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
- Objective
The Communications Officers will provide technical support and coordinate activities related to the implementation of health reform in Ukraine as directed by project leadership. The Project is seeking the following positions as Communications Officers, including but not limited to: Communication Team Lead, Media Relation Managers (lead, assistant), Assistant to Communication Team Lead, Regions Communication Managers, Copywriters, and Content Managers.
- Responsibilities:
The responsibilities of the Communication Team Lead will include but will not be limited to the following:
- Ensure proactive approach to health reform communications development and adherence to guidelines within the health reform communication team
- Develop detailed timeline for each communication-related initiative within health reform and distribute responsibilities within the health reform communication team
- Set up milestones for each team member and monitor its achievements
- Ensure effective routine collaboration among health reform communication team and thematic expert teams
- Conduct monthly performance review/meetings within the team to discuss achieved results/ areas for improvement/goals for next month
- Develop the format of monthly report on health reform communications
- Develop general communication policy concerning specific projects or objectives of MoH health reform both at the central and regional level, monitor communication policy implementation, and revise as needed
- Serve as the focal point for incoming requests from media and develop strong public relations with the media representatives
- Plan communication and public speaking training courses for the MoH health reform team members and supervise implementations of this plan
- Organize effective monitoring of national and regional media to coordinate the work of health reform communications team, control the fulfillment of communications tasks, follow up on any relevant possible areas of conflict/negative disputes regarding MoH health reform, and proactively respond to them
- Evaluate and track regularly communication progress utilizing different computer tools and programs
- Collaborate and/or actively solicit new written and visual content for health reform communications, review, polish, ensure high quality visual and content posting
- Develop deep overall understanding of MoH policies and establish good working relation with key stakeholders
- Provide other services upon common agreement
The responsibilities of the Media Relation Managers will include but will not be limited to the following:
- Represent health reform to media and public
- Create effective communication channels
- Communicate with journalists and provide official information
- Act as a media liaison and serve as the primary point of contact for all media inquiries
- Plan the content, arrange press kits, write talking-points, create media press releases, draft other documents upon request
- Prepare and facilitate various media events
- Contribute to communication strategies, respond to questions from the media and the public, and coordinate the distribution of information
- Implement planning as well as routine operations
- Arrange and prepare staff for critical interviews
- Prepare media analysis and reports to the MoH reform team
- Arrange press conferences and media events
- Draft external content for media other related documents
- Prepare media analysis
- Arrange interviews for MoH management and staff
- Provide other services upon common agreement
The responsibilities of the Assistant to Communication Team Lead will include but will not be limited to the following:
- Monitor, review and record media coverage of health reform topic
- Write drafts and proofreading of materials that will be posted on the website and social media regarding reform implementation
- Assist in drafting and writing of reform promotion materials
- Collect information, prepare content for the website, social media, and traditional media outlets
- Maintain information database and photo materials for the team
- Prepare any other documents requested by communication team
- Gather and disseminate timely information to press and staff
- Provide other services upon common agreement
The responsibilities of the Regional Communication Managers will include but will not be limited to the following:
- Manage routine communication with reform team regarding action plan development and implementation for reform implementation both at central and regional level
- Establish effective relationships with representatives of regional authorities to communicate the main messages and actions to be taken under reform implementation
- Develop contact data sheet for all regions (staff responsible for reform implementation, Head of Oblast State administration office, health departments/ divisions and other relevant staff), and update it regularly
- Build out communications capacity and ensure effective communications strategy implementation with regions
- Develop tools to improve corporate communication and set up and implement effective communication strategy
- Contribute to actions resulting in increased engagement between citizens and government both at local and central level
- Assist regions in any health reform related communication issues
- Disseminate in timely manner regular reform related updates to regions and receive feedback/comments if any
- Develop contact database for all regions
- Provide other services upon common agreement
The responsibilities of the Copywriters will include but will not be limited to the following:
- Create relevant content for the MoH and health reform
- Edit and proofread content
- Support social media activities
- Support the effective routine communication with the regions, including the collection and sharing of the related information/documents
- Stay up-to-date with developments and generate new ideas to draw audience’s attention
- Provide other services upon common agreement
The responsibilities of the Content Managers will include but will not be limited to the following:
- Create, improve and publish content on MoH website
- Organize content flow for the website within the MoH
- Coordinate MoH website support team
- Edit, proofread, and draft health reform content
- Optimize content according to SEO
- Ensure the effective routine communication with the regions, including the collection and sharing of the related information/documents
- Analyze website traffic and users engagement metrics
- Stay up-to-date with developments and generate new ideas to draw audience’s attention
- Provide other services upon common agreement
- Qualification requirements (minimum for all positions):
- At least 3-years of proven work experience in the communications field
- Bachelor’s Degree in Journalism, PR, Marketing, Advertising, Communications or relevant discipline
- General understanding of Ukraine’s health system and reform concept
- Any reform communication support experience will be preferred
- Excellent writing skills in Ukrainian
- Strong knowledge of the press/media
- Experience working with the press/media
- Experience engaging diverse stakeholders, including government representatives, civil activists, think tanks, NGOs for communications purposes
- Ability to work in politically-sensitive and fast-paced environment
- Excellent interpersonal communicational and organizational skills
- Moderate English proficiency will be preferred
- Expected position duration and workload:
The expected period of performance for these positions will be from September 15, 2018 to September 30, 2019. The anticipated level of effort for these positions will be 40 hours per week.
