General Functions:

Under overall supervision of the Chief of Mission (COM) and the Emergency and Stabilization (E&S) Programme Coordinator, and the direct supervision of IOM’s Research and Analysis consultant (international), the Field Assistant will be responsible for providing necessary support and contributions to the implementation of IOM’s emergency and stabilization efforts, as well as humanitarian and development nexus, particularly in the government-controlled area (GCA) of eastern Ukraine. 

Core Functions:

The Field Assistant will support and contribute to the implementation of IOM Ukraine’s Emergency and Stabilisation-related programming, humanitarian and development nexus in the Eastern Conflict Area (Donetsk and Luhansk oblasts, GCA) namely:

  1. Support IOM E&S activities through conducting field missions to conflict-affected communities to gather cross-sectoral data in project locations, conduct rapid technical assessments, surveys, and contribute to NMS assessments and focus group discussions.
  2. Initially, data collection will be implemented in two locations: the entry/exit crossing points (EECPs) at Stanytsia Luhanska and at Novotroitske (within the GCA only).
  3. Support the implementation of E&S activities through beneficiary outreach to assist in the identification and registration of viable candidates for IOMs livelihoods, cash and community engagement projects.
  4. Support the implementation of activities targeting social and health facilities through outreach to gather relevant data and field visits to selected institutions.
  5. Support monitoring and evaluation teams by conducting monitoring of distributions and other project activities and conducting post distribution monitoring with beneficiaries and institutions over the phone and by travelling to project locations.
  6. Assist in the identification of gaps and needs in locations of responsibility to advise relevant the Head of Office and Emergency Coordination Officer of viable areas of intervention for new IOM projects.
  7. Conduct regular mapping of humanitarian and stabilisation activities implemented by local and regional authorities, as well as NGOs and humanitarian actors in area of responsibility and advise Head of Office on opportunities for collaboration.
  8. Assists field office with the organisation or with participation in any activities and events related to the E&S Unit, as well as humanitarian and development activities (coordination meetings, working groups, presentations, discussions, visits, etc.).
  9. Supports the field office with informal interpretation and written translation (English/Ukrainian, Russian and vice versa) upon request.
  10. Perform other duties as may be assigned.

Required qualifications

  • High school diploma/certificate with two years of relevant work experience

      OR

  • Bachelor’s Degree with at least one years of responsible work experience (degree in social sciences, law, or international relations/development would be an advantage).

Required skills and experience

  • Experience of working with governmental authorities, local or international NGOs or UN agencies is a distinct advantage
  • Familiarity with conducting assessments and engaging with communities to understand their needs
  • Knowledge and understanding of the context and issues related to the emergency response in Ukraine would be an asset
  • Advanced PC knowledge
  • Ability to deliver results under the circumstances that exist in the Eastern Conflict Area.

Languages

Fluency in Ukrainian & Russian and intermediate English

Standards and expectations

The Field Assistant will be acting in accordance with IOM Standards of Conduct and following IOM Data Protection Principles and will be expected to conduct themselves guided by high ethical and professional standards in their work. Mandatory training will be conducted prior to data collection in order to prepare the Field Assistant in how to conduct themselves and carry out their tasks, and with respect to health, safety and personal security.

Terms and conditions

The Field Assistant will be paid a flat rate of USD 4 per hour. They will be expected to work no more than 20 hours per week, over a period of five months. Time will be allowed to take breaks, including lunch, during each day worked. The total number of days of employment, which includes the two days of training, will not exceed 90 days and may be less. These days will not necessarily be consecutive days and may be dispersed over a shorter period than five months.
