Project Overview
Pact is recruiting a Finance and Administrative Officer for GAC-funded project Women of Ukraine: heard, capable, resilient. The goal of the project is greater realization of human rights and access to high quality services among women and girls in Ukraine and the advancement of gender equality across the country.
Position Purpose
The Finance and Administrative Officer is responsible for performing program duties as assigned.
Specific Duties and Responsibilities:
• Handle accounting through Pact accounting program due to Pact policy
• Conduct Bank operations on daily basis and process vouchers for all bank transactions due to Pact policy & Ukrainian legislation
• Manage petty cash payments and prepare cash management report
• Control & calculation of travel advances due to Pact policy & Ukrainian legislation
• Carry out employees payroll, sick leave control and processing due to Pact policy & Ukrainian legislation
• Prepare monthly reconciliation summary report
• Guide and monitor procurement procedures in compliance with Pact’s rules and regulations;
• Coordinate preparation of RFA/RFQ, services market research, conduct negotiations with vendors and contractors, prepare Neg Memos, Consultant Agreements, Contracts and Purchase Orders to ensure proper format, accuracy and compliance with regulations;
• Prepare selection memo based on analysis of the bids after selection proses.
• Support in the reporting process
• Perform other duties as assigned
Qualifications:
• Excellent organisational skills and ability to manage a complex workload and deadlines.
• Excellent communications.
• Highly effective administration skills including computing, word processing and internet use.
• Pro-active, intuitive, fast-thinker, and able to work with minimal supervision.
Education and Experience Requirements:
• University Degree in Finance or Management,
• minimum 3 years’ experience on similar position;
• progressive experience of working with international technical assistance programs;
• Excellent computer skills, including database, spreadsheets, accounting software (Microsoft NAV) and word processing;
• Proven knowledge of Ukrainian tax, financial and labor laws; knowledge of Ukrainian and international accounting standards;
• Ability to perform financial analysis;
• Fluent oral and written English, Ukrainian and Russian.
