Finance Assistant

Background 

The USAID/Ukraine Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.

Position Description: 

The Finance Assistant is responsible for assisting in planning and implementing all aspects of the Harvest’s accounting system and for maintaining an accounting database. The Finance Assistant is responsible for collecting and recording all information that will facilitate information exchange and dissemination of financial documentation and records to the Chemonics home office.

Responsibilities:

  • Review payment requests generated by the office, ensuring that all back-up documentation and approvals are available for transactions.
  • Proactively identify errors and/or missing documentation to ensure compliance of financial documentation.
  • Prepare electronic bank payments through the Program’s Electronic banking system.
  • Ensure required financial documentation is filed (securely), scanned and saved in project digital files.
  • Conduct regular (not less rarely than once per calendar year) reconciliation of vendors’ and service provider’s settlement accounts.
  • Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary.
  • Assist the Finance Manager and Accountant with occasional auditing of expenses, bank deposits, issuing payments to vendors, as well as ensuring proper stewardship and accounting of funds for in-kind cash grants, other Program activities and Program operations.
  • Contribute to maintaining the Program’s Vendor Database tracker.
  • Contribute to maintaining the Program’s Payment Request tracker.
  • Prepare package of documentation required for VAT exemptions. Prepare monthly informational reports and maintain received VAT bills and ensure their timely receiving.
  • Perform other tasks, as required. 

Qualifications 

  • A university degree in accounting, finance, or related field required OR at least one (1) year of relevant financial assisting and/or bookkeeping, experience required, with preference for USAID-funded project management experience.
  • Demonstrated knowledge of basic accounting and accounting practices as well as general best practices in Ukraine.
  • Ability to work independently with minimal supervision, to prioritize multiple deadlines assignments in a fast-paced environment, to meet deadlines, and to exercise good judgement that reflects positively on the Harvest Activity.
  • Knowledge of USAID rules and regulations preferred but not required.
  • Ability to effectively use computer software.
  • Ability to effectively use internet banking system.
  • Demonstrated proficiency with Excel spreadsheet applications.
  • Ability to effectively communicate verbally and in written form in Ukrainian. English basic level is required.

Job Location

This position is based in Kyiv, Ukraine.

Salary   

Negotiable based on experience and qualifications
