Background:

Global Communities is responding to the crisis in Ukraine, delivering humanitarian, recovery, and development assistance through a community-led response. Global Communities’ response is designed with the goal of saving lives, reducing suffering, and addressing urgent needs while supporting communities to lead their own response and prepare for recovery.  

The Finance Manager reports and follows the technical direction and guidance of the Finance Director and oversee the financial management of all the projects in GC portfolio in Ukraine.

Responsibilities:

The overall responsibility of Finance Manager will be to support all aspects of financial management of GC portfolio in Ukraine, work collaboratively internally with entire finance, program and operations teams, and ensure compliance with internal policies and procedures as well as donor regulations. The finance Manager will work under the direction of the Finance Director and oversee general treasury, accounting, and financial management functions.

 The Finance Manager is responsible for the following:

Financial Accounting, Budgeting, Planning and Reporting

o   Support the Finance Director in the preparation of proposals’ budgets, review the programmatic costs and ensure proper budgeting of the operational costs, consolidates the financial inputs into donor templates, and ensure all the donor annexes and properly filled and linked.

o   Work with Budget Holders on the monthly review of the budget forecast to improve the accuracy of the projects’ pipelines, ensure that pipelines are updated with actual and projection numbers, flag issues to the Finance Director and follows up on corrections.

o   Active participation in the grants review meeting to ensure necessary actions are taken.

o  Oversee payment process to ensure it is done on a timely manner and according to the proper authorization levels, and the supporting documents are complete and 

o   Manage the mission’s financial accounting, ensure accurate accounts and budget codes are used and payments are recorded and posted in the accounting system timely and accurately.

o  Manage the preparation of the balance sheet accounts schedules monthly, ensure they reconcile and advice for any corrections if needed.

o  Manage the preparation of the key of allocation for support staffing and shared costs in accordance with GC policies.

o   Support the Finance Director with Month/Year closing processes, ensuring all costs are booked, costs are correctly allocated to cost centers and submit period end package and accounting reports to GC Headquarters.

o  Maintain a proper archiving system for all financial records.

o   Support the Finance Director in the timely and complete preparation of monthly, quarterly, and annual financial reports in accordance with GC guidelines.

·       Audit, Payroll and Cash Flow Forecasting

o   Work with the Finance, Program and Operations teams to forecast monthly cash flow requirements to ensure all in-country payments can be processed on a timely manner. Support the Finance Director in finalizing the Monthly Cash Draw Requests.

o   Review the monthly payroll calculation from the outsourced payroll service provider for Ukraine local staff and its related taxes to ensures accuracy.

o   Be the key focal point for liaising with the outsourced payroll service provider for the financial aspects of the payroll and ensuring that staff are paid on a timely manner.

o   Develop and implement a system with the outsourced payroll service provider for processing of staff expenses that is aligned to GC and the local labor law requirements.

o   Support the Finance Director and facilitate the Finance team in preparation for all internal and external audits.

o   Perform any other duties and tasks, which are commensurate with the responsibilities and level of the post.

·       Supervision and Capacity Building

o   Ensure efficient and effective coaching and support to the finance team.

o   Organize tasks and workload in the team as necessary.

o  Team development and training. Provide necessary on-job training and identify needs for development for each member of the team.

o  Conduct semi-annual and annual performance evaluation.

Education and Training

o  A BA in finance, accounting required; advanced degree preferred.

 Experience

·       Strong knowledge of International Accounting Standards and local accounting practices in Ukraine.

o  A minimum of 6 years progressive financial management experience, and a minimum of 2 years of managerial experience in similar level position required, preferably in large scale, complex programs.

o  At Least 1 year of experience in the financial management of international donor funded programs.

o  Strong understanding of USAID, BHA and other major donor regulations. 

o  Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables, receivables, and balance sheet is required.

o  Strong reporting skills and proven track record of working and monitoring complex budgets.

Technical skills

o  Highly developed time management and prioritization skills and ability to meet multiple deadlines in high paced, fluid environment.

o  Excellent planning, management, and coordination skills.

o  High attention to details and ability to maintain quality deliverables.

o  Flexible and adaptable to changing working condition.

o  Excellent command of excel, MS office and other database applications.

Language skills

o  Good command of spoken and written Ukrainian and English is mandatory.
