Deloitte is seeking qualified candidates for the open position of Finance Officer in support of the USAID Health Reform Support project. This position is based in Kyiv.

Project Description
The purpose of the USAID Health Reform Support project (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Position Summary
The Finance Officer will support the Finance and Operations Manager in overall operations of the project by effectively managing field finances and supporting project implementation. The Finance Officer will ensure USAID and Deloitte policies are followed for all financial transactions and expenditures. This individual will work closely with the US Headquarters team to comply with financial reporting requirements and procedures.
Tasks and Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Processing all local financial transactions, including bank and supporting documentation;
- Liaising with US home office team regarding audits and supporting documentation;
- Recording financial transactions into Imprest Reports for processing with Home Office;
- Ensuring local staff compliance with travel policies and procedures by reviewing travel expenses;
- Coordinating end-to-end financial activities with the operations team focusing on processing financial transactions, document tracking, control, and filling;
- Reviewing vendor invoices and monitor obligation limits;
- Conducting monthly bank account reconciliation;
- Preparing and processing one-time advances as needed;
- Supporting the distribution of grantee payments; and
- Prepare and submit the financial/ad hoc reports.
Requirements/Qualifications
- Bachelor’s Degree or higher, with degree in accounting, economics, business or finance, preferred;
- Minimum of four (4) years of relevant work experience required;
- Fluency in English and Ukrainian;
- Experience with USAID or other donor-funded projects preferred;
- Financial acumen with strong attention to detail required;
- Medium degree of expertise in financial tracking using Microsoft Excel;
- Self-starting with the ability to work in a dynamic, fast-paced, and collaborative work environment;
- Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations;
- Excellent time management and organizational skills to prioritize and plan tasks;
- Ability to handle multiple tasks simultaneously and meet deadlines;
- Positive attitude and ability to work with others constructively;
- Resourceful and pragmatic problem solver;
- Skilled at following up on outstanding items and closing loops; and
- Strong computer proficiency in Microsoft Word, Excel, Power Point and Outlook.
