Community Action for HIV Control

FHI 360 is currently recruiting for a Finance Officer to work under the USAID-funded Ukraine Community Action for HIV Control project. 

Job Description:

Under the supervision of the FHI 360 Finance and Administration Manager, the Finance Officer will be responsible for performing finance functions, will support day-to-day accounting, financial, administrative tasks for the five-year (2021-2026), USAID-funded Community Action for HIV Control project. This project is focused on accelerating Ukraine’s efforts to achieve HIV epidemic control by 2030 by improving prevention, testing and linkage to care among key and priority populations. Since Russia’s full-scale invasion of Ukraine in February 2022, the project is now also supporting communities to access and restore essential health services disrupted by war, including basic health, other priority diseases, humanitarian assistance, mental health and psychosocial support. The project is led by Pact with FHI 360 as a technical implementing partner for HIV and other health services.

Specific Duties:

  • Receive and ensure completeness of invoices from consultants and suppliers for payment in line with payment contractual conditions and ensure availability of proper supporting documentation submitted by vendor along with an invoice;
  • Submitting invoices issued under agreements concluded via Global Procurement to home office for processing, confirmation of payment status with vendors; 
  • Keeping vendors’ trackers updated on payment information;
  • Providing inputs for budgeting, forecasts per supervisor’s request and participation in monthly forecast meetings held by Finance and Administration Manager with program staff;
  • Support Finance and Administration Manager in review of activities’ budget calculation prepared by program staff;
  • Regular review of posting status of payments to vendors, of travel expenses of project’s national team, processed through home office, based on GL Detail Report generated from the accounting system, and interacting with relevant focal points to resolve issues;
  • Support for organization of planned events in accordance with the workplan – in coordination with program staff, Procurement and Administration Officer and logistics provider focal point;
  • Review of travel expense reports of the project team with respect to supporting documentation; 
  • Supporting, guiding project staff on travel expense digital authorization, travel tool system, reporting of travel expenses and clearance of travel advance in line with country Travel Policy.
  • Creation of payments of invoices to vendors, travel advance payments to project staff in e-Banking prior payment approval (signature) by authorized persons;
  • Preparing accounting entries for posting into GFAS;
  • Assisting in preparation of project cash requests;
  • Ensure proper filing and archiving of financial documents related to invoices;
  • While absence of Procurement and Administration Officer, providing support in procurement process upon supervisor’s request such as: placement of Request for Proposal on open web resources, review of documentation submitted by suppliers, communication on purchasing issues with suppliers and perform other procurement related tasks;
  • Maintaining the project team’s vacation schedule table and insurance table updated; 
  • Prepare VAT report for submission to the state tax service of Ukraine;
  • Provide support for internal and external audits as needed;
  • Any other duties as may be assigned by the supervisor.

Minimum Requirements:

  • At least 5 years of accounting, project finance management;
  • Bachelor’s Degree or its International Equivalent in Finance, Accounting, Economics, Business Administration or in related field. Master’s degree highly preferred.  
  • Experience with U.S. government (including USAID) rules and regulations and experience working in an international NGO environment highly desirable;
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls, and financial information systems;
  • Well versed in laws and regulations in Ukraine that have impact on financial analysis and management controls;
  • Mastery of Excel and Experience in ERP (e.g. Microsoft Dynamics);
  • Excellent analytical and organizational skills; 
  • Ability to think critically and creatively;
  • Ability to work effectively in a highly collaborative team;
  • Fluent in written and oral English; fluent in Ukrainian.
