Global Communities is seeking a qualified and experienced Finance Specialist for the USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance.
SUMMARY:
The Finance Specialist will assist Finance Manager in planning, managing, and implementing all aspects of the project accounting system and maintaining an accounting database. In addition, he/she is responsible for collecting and recording all information that will facilitate information exchange and dissemination of project financial documentation and records to the Global Communities home office.
RESPONSIBILITIES:
Under the supervision of the Finance Manager, the Senior Finance Officer will be responsible for the following:
Cash and Bank
- To ensure the correctness of all payment requests and fund availability prior to making payments
- To gather inputs from the Operations Team and Technical Team to be included in the Wire Transfer Request on a monthly basis
- To monitor outstanding advances and ensure its settlement within 30 days
- To verify all payment transactions in Citidirect are correctly made and ready for authorization
Financial Report
- To book journal entries to QuickBook
- To make correction entries to QuickBook
- To prepare monthly bank reconciliation
Compliance
- Explain USAID & Global Communities Regulations to all staff and consultants, as needed
- To assist the Finance Manager in developing SOPs for the project implementation in the finance area
- To serve as coordinator during financial reviews done by FCR or USAID
Activity Budget
- Support the process of forecasting project expenses to ensure compliance with the project work plan budget.
- Assist in developing annual fiscal year budgets together with the Finance Manager & Finance Director.
Qualifications:
- University Degree in Accounting, Finance, Business Administration or any related field
- A minimum of 4 years of experience in a related field
- Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals.
- Knowledge of USAID and procedures, especially procurement and cost accounting principles(desirable).
- Knowledge of labor law, and tax policies in Ukraine
- Demonstrated ability to work with cooperating partners in implementing complex programs.
- Excellent interpersonal, written, and oral communication skills; proven diplomatic and public relations skills.
- Demonstrated leadership, versatility, and integrity.
- Ability to maintain an accurate and transparent data system
- Advanced knowledge of spreadsheets, mainly Excel
- Experience of accounting procedures of international donors (desirable)
- Experience of the development, implementation, and monitoring of finance and administrative systems and procedures (desirable)
- Experience with computerized accounting systems such as QuickBooks
- Good IT skills (primarily familiarity with Microsoft Office programs – Word, PowerPoint, Outlook)
LANGUAGE SKILLS
Must have fluent level of English, both written and spoken. Ukrainian communication skills preferred. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
