About the Project
Expertise France assists the State Property Fund of Ukraine (SPFU) in improving the management of public properties and assets under its responsibility. This includes implementing reforms in state-owned enterprise governance and automating asset management processes for the SPFU. The ultimate goal is to enhance public financial resilience by ensuring that state-owned enterprises (SOE) contribute proportionally to the state budget.
About the Component
The Financial Specialist will work on Component 1: support to the implementation of corporate governance reforms in SOEs, and in particular, on the development and implementation of the corporatization plan for SOEs.
The corporatization plan includes among other, the following tasks:
- Inventorying assets of the entity,
- Performing financial analysis of the SOEs,
- Assess and analyze the balance sheet,
- Evaluation & estimation of the asset value.
Position Description:
The Financial Specialist will contribute to the design and the carrying out of the corporatization plan for SOEs, as the responsible person for all financial analysis related tasks. The Financial Specialist will ensure that the SOE is properly estimated and evaluated. Other missions related to financial analysis might be included later on, as the project progresses.
Key responsibilities:
1. Gather documentation and perform financial analysis & evaluation
- With the support of SPFU and SOE, gather all required documents and perform evaluation of the company and its assets;
- Gather all required documents & perform financial analysis,
- Gather all accounting and legal documents that are required by law on its governance.
2. Provide suggestion and recommendation for the upcoming corporatized architecture & governance
- Review ongoing governance architecture & documents and based on the evaluation, propose new features and structure for the corporatized entity, and create related documents (status & shareholding scheme, etc…).
3. Perform asset evaluation and rating of the company
- Collaborate with SPFU and SOE department for inventory and evaluation of assets.
- Propose method for systematic evaluation of the entity assets.
- Carry out evaluation of assets (both movable, immovable and rights).
Key tasks:
- Performing financial analysis of the SOE to be corporatized;
- Contribution to the design of new corporate architecture and the set up of governance documents.
- Realization of the evaluation of the assets of the entity
4. Candidate Requirements
Education:
- Higher education in Finance, Corporate Management or Business administration.
Experience:
- At least 2 years of experience as a Financial Specialist in public institutions or private sector;
- Proven experience in performing financial analysis & asset evaluation;
- Understanding and experience with corporatization process in private sector would be an asset
- Previous experience in corporate & governance architecture design would be an asset;
- Familiarity with SOEs and financial requirements and functioning of state-owned entities.
- Experience working on donor-funded international projects is an advantage.
Skills:
- Strong financial analysis skills;
- Additional accounting skill & knowledge would be an asset;
- Strong analytical and problem-solving abilities;
- Ability to work in team and perform cross-cutting evaluations.
Languages:
- Ukrainian, English – Fluent.
Expected results:
- Contribution to the design of the corporatization plan,
- Financial analysis of the selected SOEs to be corporatized,
- Draft & proposal of recommendations for the corporatization of the SOE based on the analysis and evaluation performed.
- Creation of template and guidelines to perform financial analysis and assets evaluation in a systematized way for upcoming corporatization.
Terms of employment:
Contract Duration: 3 months, with the possibility of extension – 40 days
Working Hours: Part-time, 9:00 AM to 6:00 PM.
Workplace: State Property Fund of Ukraine, 18/9 H. Almazova Street and/or remote.
