Overview:

Project Description:
The purpose of the Support for Trade, Recovery Opportunities, and National Growth in Ukraine (STRONG-UA) activity is to support Ukrainian small and medium enterprises (SMEs) at scale to: i) invest in their recovery and growth; ii) to develop new market linkages; iii) enhance their innovation and competitiveness; and iv) support a more conducive enabling environment to accelerate private sector growth during and after the war.
Position Description:
The Finance and Operations Director will create, direct, and monitor the daily operational, financial, administrative, and procurement processes and procedures performed under STRONG UA. Please note that this position is contingent upon award of the proposal/USAID approval.
Key Responsibilities:
- Work closely with the Chief of Party to ensure that the project is compliant with USAID and USG procedures, policies, rules, and regulations.
- Lead and manage project and in-country office operations including financial, administrative, procurement, and communication oversight.
- Coordinate regularly with the Chief of Party to provide timely updates on finance and operations matters.
- Lead and manage overall project financial activities including the processing and timely submission of monthly field expenses, invoices, and financial reports.
- Develop, establish, and maintain a database for administrative, operational, and finance-related documents.
- Coordinate with the Home Office to ensure timely and efficient submission of monthly, quarterly, and annual financial reports.
- Facilitate, manage, and oversee project inventory, equipment, and product procurement throughout the life of the project.
- Provide regular budgetary and financial analysis and guidance throughout the activity.
- Ensure grantees under the Grants Under Contract (GUC) Component are adhering to all USAID and USG rules and regulations.
Qualifications:
- Minimum bachelor’s degree in relevant field (eg, finance, business, etc.); advanced degree (MBA or related) preferred.
- Minimum of 12 years of relevant professional experience in managing finances, accounting, logistics, HR for international development, or similar projects/activities.
- Fluent knowledge of USAID and US Government rules and regulations required.
- Minimum 8 years of demonstrated experience in operations and finance on a USAID-funded project.
- Demonstrated experience in developing, analyzing, and monitoring project budgets; monitoring and tracking obligations; and authorizing and approving large payments.
- Demonstrated experience leading and managing a finance and operations team.
- Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
- Strong written and verbal communication skills in English required. Fluency in Ukrainian required.
