DAI is seeking highly qualified candidates to occupy full-time Finance Coordinator position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
PROJECT BACKGROUND
The Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:
- Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.
- Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.
- Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
POSITION DESCRIPTION
The Finance Coordinator will manage all activities related to finance according to DAI’s policies and procedures. He/she will directly supervise and support accounting processes and ensure compliance of all related activities. The Finance Coordinator will report to the Finance Director (Manager, tbc).
KEY DUTIES & RESPONSIBILITIES
- Supervises Accountants in all finance and accounting related activities
- Analyzes project burn rate to identify bottlenecks and areas to improve
- Assists Finance Director with reviews of bi-monthly finance reports for presentation to the Director of Operations, COP, and Home Office (HO)
- Under the supervision of Finance Director to ensure all financial reports are submitted to DAI headquarters in accordance with the DAI monthly finance calendar
- Ensures that any/all contractual financial reporting requirements are identified and complied with in a timely and accurate manner.
- Reviews the process of CCN salary calculations and disbursements
- Oversees the employees, grantees’ and other vendors’ advance payments and settlements
- Oversees the relationships with the local bank, including the processes of opening and closing accounts
- Oversees the process of reconciling local cash accounts
- Makes sure the project accounting is provided with clearly auditable and tracible electronic and physical filing systems
- Reviews findings of regular financial file audits to ensure compliance and identify areas for improvement
- Approves payments in accordance with the Project Schedule of Authority
- Reviews and approves all financial operations with regards to reasonableness, allocability, and allowability, adhering to DAI policies, contractual terms, and other applicable rules and regulations
- Advises project leadership and HO on project financial matters
- Oversees and monitors use of company accounting systems (vFER/FAS), cloud software for backup documentation, DAI’s project management system (TAMIS), etc.
- Trains finance staff in any financial system knowledge gap
- Ensures that Grant Disbursements are processed according to the Grant Agreements and in accordance with USAID regulation and DAI policy
- Responsible for the project compliance with Ukrainian tax codes, including timely submission of required reports and data to the authorities
- Sets up and supervises the project tax exemption process according to the bilateral agreement provisions
- Coordinates all tax exoneration documents, other tax exemption documents, and reimbursement of local taxes documents, if needed, with Accountants
- Serves as back up accountant when applicable
QUALIFICATIONS
- Bachelor’s degree in Accounting, Finance or similar area
- A minimum of eight years of progressively responsible finance and accounting experience in terms of the job tasks and responsibilities outlined above; USAID-funded project experience is a plus
- Excellent knowledge of MS Excel as well as electronic communications programs required
- Fluency in English and Ukrainian is required
- Strong knowledge of Ukrainian Tax Code is required
- Self-motivation and guidance; demonstrated initiative and self-motivation in handling all assigned tasks required
