Background
Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by NIRAS Sweden AB.
UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project will work in 4 pilot oblasts of Ukraine: Khmelnytska, Sumska, Ternopilska, Vinnytska oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread through the whole country. UCORD consists of three components:
Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on the environment.
Component 3 aims at the construction of social cohesion through culture, dialogue and creative industries.
Scope of Work / Requested Services
The tasks and duties for Finance and Administration Advisor include the following:
- Manage financial and administrative implementation of UCORD, ensuring adherence to the SDC and NIRAS’ rules and regulations
- Supervise administrative and finance UCORD staff
- Maintain clear and up-to-date books of accounts that meet internationally accepted accounting principles ISA 800/805 and financial reporting standards
- Manage operational funds, ensure adequate financial liquidity for the smooth running of the project activities
- Provide financial reconciliation data and other required financial information for the PL review and submission to Financial controller for preparation regular monthly and consolidated financial reports to NIRAS in Stockholm
- Maintain accounting records, record financial transactions and reconciliation of accounts
- Control disbursements and reconciliation of accounting data recorded to ensure accurate transactions
- Prepare financial data for budgeting and financial planning
- Provide advisory support to UCORD project team, short- and long-term experts and vendors on all the financial and procurement matters, regulations and requirements as per the established rules and regulations
- Prepare the money requests for the transfers from NIRAS Sweden to the project accounts in Ukraine
- Maintain payroll and ensure timely payments of staff and all other payments
- Ensure that finance usage is strictly in line with the Project Implementation Manual and Grant Manual
- Avail all necessary information during internal and external audit processes as may be required by auditors
- Ensure proper and safe filing of all records and finance supporting documents including but not limited to invoices, receipts, acts etc. and contracts signed within UCORD
- Ensure scanning, filling and archiving of all finance supporting documents as soon as any expenses is booked in to the finance report
- Maintain close links to SDC Finance Officer, Finance Controller and NIRAS Sweden Finance manager on the finance related issues prior informing PL
- Lead procurement of local providers for implementing UCORD’s activities
- Coordination of local providers for logistics and conference management and quality check of their work
- Coordinate UCORD’s HR procedures
- Coordinate UCORD Procurement procedures
- Participate in selection and recruitment of UCORD specialists, experts and support staff
- Conduct regular revision of finance and administrative procedures of UCORD
- Conduct regular financial monitoring of the project
- Ensure proper and timely communication with local banks and tax authority when necessary
- Provide other services of relevance for the implementation, given by the Project leader
Qualifications
Education
- Higher education in finance, accounting, economics, or business administration. An MBA or a master’s degree in finance or accounting can be advantageous.
- Availability of certifications in accountancy, financial analysis, etc is a plus
Experience
- at least 7 years of experience in finance or accounting roles, with progressive responsibility.
- Proven experience in development financial and procurement rules and regulations of an organisation;
- experience in facilitating performance-based disbursements of funds (grants) to intervention partners via different mechanisms, i.e. direct awards (grants and service provision contracts), restricted and open calls
- experience with budget supervision, budget reporting, and financial forecasts
- experience with running due diligence checks on intervention partners, and implementing measures to prevent corruption
- experience of work in development sector, in particular, technical assistance projects
Knowledge and Skills
- Understanding of relevant laws, regulations, and compliance requirements in the financial sector and procurement
- Deep understanding of financial principles, financial reporting, budgeting, and analysis
- Ability to develop financial strategies and make informed decisions to guide the financial health of the project
- competence in consolidating data and writing evidence-based, results-oriented reports
- Good analytical, communication and report writing skills for presenting financial information
- Proficiency in financial software, databases, and MS Office. Knowledge of ERP systems is required
- Strong decision-making skills and ability to operate under pressure
- High ethical standards and professionalism
- fluency in written and spoken Ukrainian and English
Evaluation of response & selection

The proposal should contain the following documents:
- A short explanation of the applicant’s suitability for the assignment (maximum one A4-page)
- Up-to-date CV indicating relevant experience and qualifications, indicating at least three contact references.
The proposal should be submitted in English.
The selection will be done based on the expert’s competence and suitability – based on the requirements described above. Only short-listed candidates will be contacted to be followed by an interview with selection panel.
