Program / Department Summary

The Program / Department Summary Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other war-affected people where they are: displaced inside Ukraine, refugees in Poland and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all of our impact will be delivered in partnership: with Ukrainian, Polish, Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.  Mercy Corps is responding to the Ukraine crisis with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected by the Ukraine crisis within Ukraine.

General Position Summary

Working in the Finance Department under the direction of the Finance Manager, the Finance Coordinator will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility for managing the monthly accounting cycle in accordance with Ukraine national standards of accountancy and Laws and regulations.  

Essential Job Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Program Management

  • Organization and implementation of complex, systematic and timely accounting and tax accounting of all transactions of the organization in accordance with the legislation of Ukraine.
  • Coordinate effective communication and collaboration of UA accounting team with other departments.
  • Daily management of the Senior finance officer and the assistant finance officer.
  • Ensuring cash accounting in accordance with the requirements of national legislation.
  • Backup for Finance manager the month end accounting close process, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation in all country offices.
  • Primary responsibility for maintaining of documents archiving process.
  • Development and implementation of the required accounting policies.
  • Lead role in preparing to government tax audits
  • Enter, post and maintain filing of monthly journal entries.
  • Prepare month end balance sheet account reconciliations.
  • Ensures requests with their approval authority matrix responsibility, sent to the finance inbox are reviewed. Maintaining UA Finance Review inbox
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
  • Assist in the training and support of the finance officers in field offices, including answering daily questions, training new hires, making field visits, etc.
  • Assist the Finance Manager in responding to audit inquiries.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

 Team Management

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Supervise, hire and orient new team members as necessary.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.

Security

  • Ensure compliance with security procedures and policies as determined by country
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

 Organizational Learning 

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Accountability to Beneficiaries

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

Supervisory Responsibility: Assistant Finance Officer; Senior Finance Officer for accounting

Accountability

Reports Directly To: Finance Manager

Works Directly With: Operations and HR Departments

Knowledge and Experience

  • Four or more years of general ledger accounting experience is required.
  • A university degree in accounting is required.
  • Two years’ experience in the Finance Department of an international NGO is preferred.
  • Demonstrated competency with computerized general ledger software.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English skills.

 Success Factors

The ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The Senior Finance Officer must be willing to travel to Mercy Corps field offices and project sites.

Living Conditions / Environmental Conditions

The position is based in Dnipro or Kyiv or Odesa or Lviv, Ukraine and shall require travel to support offices within Ukraine, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
