Summary

EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Communications Lead (CL) is a key leadership role responsible for articulating and executing the DTA communication strategy. The Lead works closely with DTA management and the program team to ensure clear and coherent messaging. The Lead is responsible for designing, overseeing, and assessing the impact of DTA communication activities. With guidance from the Chief of Party, the Lead coordinates communication efforts with other international assistance programs in Ukraine, including those funded by USAID and UK Dev, to ensure complementary and consistent representation in the media and at public events. The Lead liaises regularly with media outlets to ensure they have accurate and timely information about DTA and its accomplishments, and provides guidance to the DTA program team, implementing partners, and beneficiaries on how to best present the activities and achievements of the program. The Communications Lead oversees a team of three communications staff.
Essential Functions
- Develop a multi-year DTA communications strategy with a clear goal, objectives, messages, and performance indicators.
- Lead a team of communications professionals and work closely with management and program staff to ensure consistent and coherent communications on behalf of DTA.
- Prepare original written and visual content to inform DTA’s core audiences about the program’s activities and achievements.
- Oversee and guide DTA implementing partners’ communication activities, ensuring compliance with donor branding requirements and advising partners on their communication activities.
- Coordinate communications efforts with USAID, UK Dev, and other donor-funded activities in Ukraine, and with the Government of Ukraine, to ensure clear and consistent messaging.
- Guide and oversee the performance of contracted communication consultants and service vendors.
- Conceptualize, organize, and execute DTA public events, including conferences, forums, workshops, seminars, and others. Ensure that public events align with the program’s communication strategy and contribute to its overall objectives.
- Oversee the production of DTA-branded materials and products.
- Contribute to annual work plans and to program reporting on a quarterly basis, including the development of success stories.
- Track communications activities and inform management timely of delays, if any.
- Working with the program team, ensure that timely and accurate program information is presented professionally to donors and other key audiences.
- Contribute to the development of the annual communications budget and monitor its execution.
- Track progress toward annual performance targets.
- Other duties as assigned.
Education
- Master’s degree in communications, journalism, international relations, or a related field.
Qualifications/Experience
- Minimum 7 years proven experience in developing and executing successful strategic communications programs, with a focus on broad public awareness and civil society engagement.
- Outstanding interpersonal, written, and oral presentation skills.
- Prior experience in strategic communications for international assistance programs required; preference for programs funded by USAID or UK Dev.
- Familiarity with the operating environment and main stakeholders in Ukraine regarding anti-corruption and digital governance efforts.
- Demonstrated ability to lead, mentor and develop staff.
- Experience managing budgets and external consultants and vendors.
- Excellent speaking, writing, reporting, and other communication skills in English and Ukrainian required.
