Summary

EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Diia Ecosystem Program Assistant performs a wide range of duties to support the effective implementation of Diia Ecosystem component activities. Supporting a team led by the Diia Ecosystem Lead, the Diia Ecosystem Program Assistant will support the expansion and modernization of the Diia ecosystem using advanced software and artificial intelligence (AI) technologies. The Program Assistant will help organize public activities and meetings, prepare and process documents related to component activities, manage the signing of contracts and memoranda, assist with program monitoring, and contribute to regular program monitoring and reporting.
Essential Functions
- Provide logistical and administrative support to Diia Ecosystem component program activities, serve as the component’s contact person for such matters.
- Handle Diia Ecosystem component correspondence.
- Prepare event announcements, scenarios, invitation letters, and PowerPoint presentations.
- Maintain program files and records, updating them as new information becomes available.
- Prepare and process basic administrative and payment documentation (e.g., invoices, acts of acceptance, payment purchase request forms).
- Manage the signing of contracts and memoranda with project recipients, beneficiaries and other counterparts.
- Coordinate closely with contracted experts on administrative questions (e.g., reports, agreements, invoices).
- Provide technical support by collecting and analyzing component-related information.
- Contribute to the preparation of weekly, quarterly and annual reports, ensuring alignment with donor requirements.
- Collect all Diia Ecosystem component-related monitoring, evaluation and learning (MEL) indicators, indicating gender breakdowns as requested/when possible.
- Contribute to annual work plans.
- Provide technical translation and interpretation, as needed.
- Perform other duties as assigned.
Education
- Bachelor’s degree in public administration, economics, public policy or other related field.
Qualifications/Experience
- A minimum of two years of experience supporting international technical assistance programs required; previous experience with US government-funded programs a plus.
- Demonstrated knowledge of Ukraine’s political context, eService reforms, relevant civil society organizations, and government service delivery preferred.
- Knowledge of Microsoft Office Suite.
- Exceptional writing, research, and communications skills.
- Excellent organizational skills and attention to detail.
- Experience in assisting/organizing events, trainings, workshops.
- Ukrainian and English writing and spoken proficiency required.
