EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
EF is recruiting for Diia Ecosystem Lead.
The Diia Ecosystem Lead is a key DTA leadership role responsible for facilitating the development of essential digital services offered through the Diia platform. The Lead is expected to promote digital transformation by expanding and enhancing the Diia ecosystem through advanced software development and the introduction of AI-powered technologies. The Lead will be instrumental in ensuring the Diia architecture is robust, secure, and accessible, facilitating the simultaneous development of eServices for both the Diia app and web portal. The Diia Ecosystem Lead will also coordinate implementation of specific eServices and oversee initiatives to educate government officials and other groups of users on the efficient use of the Diia mobile app. This position requires a combination of strategic insight, technical acumen, and a deep understanding of digital service delivery in the context of Ukraine’s governance structures and system of public administration.
Essential Functions
- Lead a team and provide technical guidance for the Diia Ecosystem component of the Activity, including managing external consultants.
- Liaise with the Diia Ecosystem component’s implementing partners and recipients to ensure smooth and productive cooperation. Conduct regular partner meetings.
- Oversee the enhancement of the Diia platform, including a technical analysis of its current architecture, vulnerabilities, security, and management processes.
- Develop and implement a multi-year roadmap for modernizing the Diia architecture to enable efficient, simultaneous eService development for both the app and portal.
- Assist in the enhancement of Diia.Engine, facilitating the creation and management of public registries, and ensuring interoperability between these registries.
- Support the development and implementation of policies mandating the use of open-source solutions for government-owned information systems, preparing Diia and other government solutions for the transition to open-source code.
- Collaborate with the Ministry of Digital Transformation (MDT) to establish new functionalities on the Diia platform, including business accounts, digital diplomas on the app, and other information and eServices.
- Work with the government competence center to increase competition in public sector IT development by raising awareness among IT firms and entrepreneurs about opportunities in public sector digitalization.
- Track program activities and inform management timely of delays or emerging risks, if any.
- Present and promote Diia Ecosystem component activities at the regional, national, and international level.
- Contribute to annual work plans and program monitoring, evaluation, and reporting; ensure that timely and accurate program information is provided upon donor request.
- Contribute to the development of the annual budget for the component and monitor its execution.
- Monitor progress toward component outcomes and assist with data quality control.
Education
- Bachelor’s degree in computer science, information technology, or a related field, coupled with relevant experience in digital transformation projects.
Qualifications/Experience
- At least five years of experience in leading or developing and implementing digital systems, software development, system architecture, and digital technologies.
- Familiarity with AI-powered technologies and open-source software is required.
- Demonstrated understanding of best practices in digital governance and anti-corruption.
- Familiarity with the operating environment and main stakeholders in Ukraine regarding anti-corruption and digital governance efforts.
- Proven ability in managing large-scale GovTech projects, including overseeing development, implementation, and training for new digital systems.
- Experience in designing and delivering training programs and workshops, particularly in digital competencies and public sector digitalization.
- Strong analytical skills with the ability to identify challenges, propose solutions, and evaluate the impact of initiatives.
- Knowledge of the challenges and opportunities in public sector IT development, including awareness of public procurement processes and competition enhancement.
- Fluency in Ukrainian and English required.
