EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Economic Recovery Lead is a key leadership position tasked with the development and implementation of digital systems for streamlined customs clearance processes, which are essential for digitizing export-related processes and fostering economic recovery. This role will promote unbiased digital service provision, particularly in enhancing the eQueue border crossing management system across international borders, digitizing export-related certifications, and transport processes. The Lead will spearhead efforts to integrate and streamline border management procedures, ensuring coverage of all transportation categories. Additionally, the Lead will oversee the digitization of export-related certificates and collaborate closely with relevant Government of Ukraine entities. The Lead will be expected to lead the transformation of licensing and custom clearance procedures by integrating digital systems like Diia.Business Export, ePermit, and the Customs Service Single Window.
The Economic Recovery Lead will be instrumental in developing digital platforms for simplified business registration and licensing processes, supporting innovative approaches such as the integration of AI technologies into business support systems, and developing a digital grants management system. This role demands a unique blend of strategic vision, technical expertise, and a deep understanding of the economic landscape, particularly in the context of the broader economic challenges facing Ukraine’s small- and medium-size enterprises (SMEs).
Essential Functions
- Lead the development and implementation of digital systems for streamlined customs clearance processes.
- Facilitate the digitalization of export-related processes, including integrating and streamlining border management procedures and digitizing export-related certifications and transport processes.
- Lead the expansion and enhancement of the eQueue border crossing management system across international borders.
- Lead the transformation of licensing and custom clearance procedures by further developing and integrating digital systems like Diia.Business Export, ePermit, and the Customs Service Single Window.
- Organize and provide training for businesses and customs officials on the use of new digital systems.
- Guide the integration of AI technologies into online business support systems to improve service provision and support for SMEs.
- Facilitate the development of strategic documents across various spheres and support the establishment of policy innovations such as techno-parks and tech-clusters.
- Facilitate use of the DTA Digital Resilience Fund for interventions where hardware components are crucial. Oversee the procurement of hardware to ensure the proper functioning of digital infrastructure solutions.
- Oversee the provision of targeted expert support, including legal analysis, to improve and expand the Diia.City special tax regime.
- Lead a team and provide technical guidance for the DTA Economic Recovery component, including managing external consultants.
- Liaise with the Economic Recovery component implementing partners and recipients to ensure smooth and productive cooperation. Conduct regular partner meetings.
- Track program activities and inform management timely of delays or emerging risks, if any.
- Present and promote Economic Recovery component activities at the regional, national, and international level.
- Contribute to annual work plans and program monitoring, evaluation, and reporting; ensure that timely and accurate program information is provided upon donor request.
- Contribute to the development of the annual budget for the component and monitor its execution.
- Monitor progress toward component outcomes and assist with data quality control.
Education
- Bachelor’s degree in business administration, economics, public policy, or a related field; an advanced degree or certifications in these areas preferred
Qualifications/Experience
- At least five years of experience in leading and implementing digital systems, particularly in customs clearance, export processing, and transportation.
- Strong understanding of best practices in digital governance and anti-corruption.
- Familiarity with the operating environment and main stakeholders in Ukraine regarding anti-corruption and digital governance efforts.
- Proven ability in managing large-scale projects, including overseeing development, implementation, and training for new digital systems.
- Strong technical background with a thorough understanding of digital platforms, eServices, and AI technologies applicable to business and economic contexts.
- Strong analytical skills with the ability to identify challenges, propose solutions, and evaluate the impact of initiatives.
- Knowledge of grants management processes and systems, with the ability to assess and track their impact on development.
- Flexibility and innovation in addressing economic challenges, particularly in dynamic and potentially unstable environments.
- Fluency in Ukrainian and English required.
