Summary

EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Open Data Coordinator supports the Open Data Lead with the operational management and enhancement of Ukraine’s Open Data Portal, contributing significantly to the advancement of government data transparency and accessibility in the country. The Coordinator will actively collaborate in the development and execution of open data policies and standards, ensuring they meet evolving technological requirements and align with EU guidelines, especially under the unique constraints of data governance in war time. Additionally, the Coordinator will play a supportive role in organizing and facilitating training programs for government officials, aimed at enhancing open data competencies and practices, and contribute to key initiatives like the Open Data Academy and supporting operational aspects of the Open Data Accelerator program.
Essential Functions
- Coordinate with implementing partners, ensuring their adherence to timelines and deliverables.
- Support the design and management of communications campaigns, сontribute to content development.
- Prepare event announcements, invitation letters, PowerPoint presentations.
- Coordinate arrangements for meetings, workshops, and trainings in Kyiv and the regions for partner organizations and state authority representatives.
- Liaise with vendors to ensure the smooth running of events.
- Serve as the contact person for public open data activities.
- Assist with the production of analytical studies related to the open data sphere.
- Assist with the implementation of the Open Data Accelerator program, grant competitions for civil society organizations, and other activities for anti-corruption actors.
- Coordinate closely with start-up organizations, ensuring the effective and appropriate implementation of grants.
- Ensure open data component activities are in compliance with donor, EF rules and regulations.
- Assist with the preparation of weekly, quarterly and annual reports, ensuring alignment with donor requirements.
- Contribute to annual work plans, program monitoring and evaluation.
- Provide oral and written translations as needed.
- Other duties as assigned.
Education
- Bachelor’s degree or equivalent in public policy, public administration, political science, international relations or other related field.
Qualifications/Experience
- A minimum of two years of proven work experience in program/project coordination.
- Previous experience supporting international technical assistance programs required, previous experience with US government-funded programs a plus.
- Work experience with the government and IT sectors.
- Demonstrated knowledge of Ukraine’s political context, proficient understanding of related technology as well as best international practices on open data policy and practice preferred.
- Experience producing analytical studies.
- Knowledge of all Microsoft Office Suite applications, particularly Word, Excel, and PowerPoint.
- Experience in organizing events, trainings, workshops.
- Exceptional writing, research, and communications skills.
- Excellent organizational skills and attention to detail.
- Ability to multitask and work in a fast-paced environment.
- Ukrainian and English writing and spoken proficiency required.
