Summary

EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Senior HR Manager is responsible for the hiring and onboarding processes, ensuring all team members are aligned with EF’s values, goals, and expectations. The Senior HR Manager is also responsible for managing employee relations, overseeing training and development, and ensuring compliance with labor laws and regulations, contributing to the seamless operation and success of the organization.
Essential Functions
- Ensure the Kyiv Office’s compliance with Ukrainian labor law HR policies and procedures, EF’s HR policies and procedures, and donor requirements.
- Lead and manage periodic reviews of the HR policy and personnel manual in response to changes in Ukrainian legislation, EF regulations.
- Identify staff vacancies and manage the recruitment and selection of qualified applicants.
- Prepare and manage employment contracts and agreements for staff.
- Manage onboarding and training schedules, set up training and development activities for staff.
- Act as a focal point for general HR and people management matters; serve as a liaison between management and employees.
- Manage employee records and maintain an accurate and up-to-date HR database.
- Administer compensation, benefits and performance management systems.
- Coordinate the annual performance review and evaluation process for staff.
- Coordinate closely with the Kyiv Office’s outsourced HR service provider to ensure required documentation (e.g., various employee applications, vacations leave requests, sick leave trackers, etc.) is provided timely and is accurate, ensuring compliance with Ukrainian labor laws and EF policy.
- Provide staff with relevant certificates/documentation when they request them
- Conduct annual employee surveys (more as needed) and provide relevant feedback on the results to the DTA management.
- Maintain the attendance and leave tracking system.
- Provide information about EF’s HR policies, job duties and responsibilities, working conditions, wages, and opportunities for promotion and employee benefits.
- Other duties as assigned.
Education
- Master’s degree in HR management, business administration, or a relevant field.
Qualifications/Experience
- 3-5 years of progressively responsible work experience in HR.
- Experience with USAID programs highly desired.
- Previous experience in a management position required.
- High level of analytical and interpersonal communication skills.
- Demonstrated knowledge of Ukrainian labor laws and regulations.
- Ability to handle sensitive and confidential situations and documentation.
- Demonstrated proficiency with MS Office suite of applications, including Excel.
- Self-motivated with a strong commitment to teamwork.
- Native proficiency in Ukrainian is required. Strong English writing and spoken also proficiency required.
