EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Senior Manager for IT infrastructure (SMITI) oversees all aspects of electronic communications initiatives and IT infrastructure, ensuring alignment with national strategies and objectives. The SMITI plays a pivotal role in advancing electronic communications capabilities by leading projects, enforcing compliance, and managing IT infrastructure procurement. The SMITI coordinates legislative development of the electronic communications sector and collaborates with IT teams to integrate hardware and software systems effectively. The SMITI reports to the Diia Ecosystem Lead.
Essential Functions
- Coordinate with the Ministry of Digital Transformation of Ukraine on electronic communications initiatives to ensure alignment with national strategies and objectives.
- Lead and manage electronic communications projects, including but not limited to broadband connection initiatives, infrastructure introduction for 5G technology implementation, and electronic communication infrastructure enhancements.
- Develop and implement strategies to ensure efficient and effective electronic communications operations.
- Collaborate with government stakeholders and businesses (i.e., electronic communication providers) to identify telecommunications needs and develop solutions that align with organizational objectives.
- Develop and enforce policies and procedures to ensure compliance with industry regulations and best practices.
- Manage relations with electronic communication vendors, negotiate contracts, monitor service level agreements to ensure cost-effectiveness and high-quality service delivery.
- Oversee the development of legislation regulating the electronic communications sector, with a focus on alignment with EU legislation.
- Oversee the procurement process for hardware and infrastructure, ensuring compliance with regulations and budgetary constraints.
- Oversee the design, implementation, and maintenance of hardware systems, including servers, routers, switches, and other network devices.
- Ensure the security and reliability of hardware systems through overseeing regular maintenance, upgrades, and troubleshooting activities.
- Develop and supervise the implementation of backup and disaster recovery plans for hardware systems to minimize downtime and data loss.
- Conduct regular performance assessments of hardware systems, identify bottlenecks or areas for improvement, and implement necessary optimizations.
- Stay updated on emerging hardware technologies and trends, evaluating their potential impact and relevance to the organization.
- Collaborate with IT teams to integrate hardware systems with software applications and infrastructure components.
- Ensure compliance with industry standards and regulations for hardware systems and infrastructure deployments.
- Perform other duties as assigned.
Education
- Masters’s degree in Information Technology,Electronic Communications, or a related field. Master’s degree preferred.
Qualifications/Experience
- At least 5 years of experience in a similar role, with a proven track record of successfully managing complex electronic communications projects.
- In-depth knowledge of electronic communications technologies, protocols, and standards.
- Work experience with international development projects is preferrable.
- Work experience with the government and/or the IT sector is required.
- Proficient understanding of the related technology as well as global best practices for electronic communications policy and practice preferred.
- Strong understanding of electronic communications infrastructure, protocols, and technologies.
- Familiarity with electronic communications standards and regulations.
- Excellent knowledge of project management principles and methodologies.
- Ability to stay updated with the latest industry trends and technologies.
- Exceptional writing, research, and communications skills.
- Excellent organizational skills and attention to detail.
- Ability to multitask and work in a fast-paced environment.
- Ukrainian and English writing and spoken proficiency required.
