EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Senior Project Manager will utilize project management tools and processes to coordinate and collaborate with technical teams to design and implement technical interventions and ensures robust communication and seamless execution throughout every level of interventions. The Senior Project Manager reports to the Head of Project Management Office
Essential Functions
- Provide technical expertise on key areas and identify opportunities for program interventions.
- Contribute to development and implementation a comprehensive plan to support the reengineering and digitization of public services in Ukraine.
- Define priorities and specific activities necessary to achieve planned goals and fulfill program KPIs.
- Lead a small team of business analysts, technology experts and short-term consultants working on the digitization of public services.
- Coordinate the Software Development Life Cycle (SDLC) of eServices transformation under DTA activity using an Agile approach and Scrum/Kanban methodologies, ensuring timely monitoring, tracking, and reporting.
- Work with third-party software development companies to digitize public services.
- Develop scope of work and contract specifications for contractors.
- Keep track of program activities and timely inform of any delays, pendings, risks, if any.
- Control the budget allocated for the specific project and payments to the contractors.
- Monitor software development of products to ensure quality.
- Liaise with DTA component partners and recipients to ensure smooth and productive cooperation.
- Present program activities and results to stakeholders.
- Contribute to strategic planning for the program components, participate in the development of work plans, concept notes, and program narratives.
- Contribute to program monitoring, evaluation, and reporting, ensuring timely and accurate information is provided.
- Support legal specialists in the development of legislative acts regulating the functioning of the GovTech solutions.
- Contribute to annual work plans and program monitoring, evaluation, and reporting.
- Lead and coordinate the promotion of program activities among stakeholders and the public.
- Maintain smooth coordination between the GoU and program partners.
Education
- Master’s degree in Management, IT, Social Sciences, or a related field.
Qualifications/Experience
- A combination of relevant academic qualifications and experience in GovTech product implementation may be accepted in lieu of an advanced university degree.
- Minimum of 5 years of experience in project management; PMP certification is a plus.
- Technical expertise and experience in designing and managing long-term and short-term development programs.
- Demonstrated expertise and experience in digital governance and anti-corruption.
- Proven experience in software development of services and products.
- Understanding of innovative IT tools and knowledge-sharing mechanisms.
- Professional skills in working with JIRA/Confluence and other online project management tools (mandatory).
- Excellent knowledge of Agile approaches, such as Scrum and Kanban.
- Demonstrated understanding of core enabling technologies, such as interoperability solutions, or experience in developing specific GovTech solutions.
- Demonstrated knowledge of key GovTech solution stakeholders, implementation status, and the challenges and needs facing the sector.
- Excellent organizational skills and attention to detail.
- Proven ability to lead, mentor, and develop staff, manage budgets, and plan strategically and creatively to meet specified objectives.
- Experience working on USG-funded programs.
- Excellent speaking, writing, reporting, and other communication skills in English, with native or near-native proficiency in Ukrainian.
