A description of the context for the task

The project “Ukraine’s Cohesion and Regional Development, UCORD” is a technical assistance project supported by Switzerland through the Swiss Agency for Development and Cooperation in Ukraine (SDC) and implemented by the consulting company NIRAS Sweden AB.

The UCORD project is aimed at strengthening the cooperation of citizens, businesses and state authorities on recovery and regional development, which will contribute to improving the quality of life, stability, peace and social cohesion in Ukraine. The project is implemented in 4 pilot regions of Ukraine: Khmelnytskyi, Sumy, Ternopil and Vinnytsia. The acquired experience and learning will then be disseminated at the national level.

The UCORD project consists of three components:

  • Component 1 provides for the development of regional policy in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot areas.
  • Component 2 aims to improve public service delivery in the WASAW (water supply, sanitation and waste management) sectors with a focus on the environment.
  • Component 3 aims to build social cohesion through culture, creative industries and dialogue.

The activities of the three components of the project are supported by offline communication activities of various scales. In order to properly support the program activities, as well as provide visibility for the UCORD brand, the project is seeking two qualified photo reporting services providers. The service providers will be responsible for capturing and delivering compelling and high-quality photographs of program activities, ensuring alignment with the UCORD project’s branding guidelines and granting necessary usage rights, thereby enhancing visibility, and promoting the UCORD brand effectively.

Basic services

Working closely with the project communication manager, each of the two the service provider will provide:

  • Photographic reporting and coverage to capture images of the UCORD project’s events, projects, activities, and initiatives;
  • Initial edit and retouch of the captured photos to ensure high-quality, visually appealing images that align with the UCORD project’s branding and communication standards.
  • Deliver the edited photos within a reasonable timeframe as agreed upon for each task;
  • Grant the UCORD project the necessary rights and permissions to use the photos for promotional, marketing, and communication purposes.

Expected deliverables will be additionally agreed upon in additional ToRs annexed to the frame Agreements.

Qualifications

  • Demonstrated proficiency and over 5 years of experience in professional photography;
  • Proficiency in photo editing software to enhance and retouch images;
  • Strong focus on capturing meaningful moments;
  • Capable of adapting to different shooting conditions, environments, and capturing dynamic events;
  • Consistent track record of delivering edited photos within agreed-upon timelines and without compromising quality;
  • Access to professional-grade camera gear, lenses, and lighting equipment to ensure high-quality output;
  • Experience with the specific needs of working with non-governmental organizations, international projects, and government bodies is a plus;
  • Effective communication and collaboration with the project team.

Reporting
Materials must be submitted for approval by the UCORD project communications manager.

  • A freedom-form portfolio showcasing various subjects, events, and environments (photos, links).
  • A proposal of an hourly rate for photo reporting on locations in Kyiv.
  • In order to fully complete the application for participation in the direct award procurement procedure, a special form will be sent to the short list of participants in response to the mail, which will need to be filled out additionally and the relevant documents submitted.
