Chemonics International Inc. seeks a Fund assistant to support the Partnership Fund for a Resilient Ukraine (PFRU) programme. PFRU is a multi-year programme of the Government of Ukraine and five joint financing partners which aims to strengthen Ukraine’s resilience and mitigate against destablising influences in eastern and southern Ukraine. The fund assistant will help administer PFRU’s grants programme in the Kherson regional office by supporting the fund lifecycle, including solicitation, selection, implementation, monitoring and evaluation, and close-out, in line with programme policies and procedures. This position will be based in Kherson, Ukraine. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Assist procurement officer in the production, review and management of grants and subcontracts
  • Support applications, approvals, implementation and close-out processes and ensure fund-related activities and deliverables are achieved on schedule, in accordance with approved specifications and within the allocated budget
  • Analyse and assess financial aspects of fund proposals, recipient financial management capacities and needs and disbursement of funds
  • Ensure that all contract-specified, funds-related regulatory requirements (e.g., ADS, CFR, and OMB) are met in a satisfactory and professional manner
  • Create and oversee overall policies, practices and procedures relating to the grants lifecycle, in close coordination with the procurement officer
  • Organise and maintain electronic and hard-copy files, labelling, databases and trackers on a timely basis
  • Assist in submission of payment requests to the finance team, ensuring that documentation and disbursements are in line with FCDO and Chemonics policies and ensure all supporting documentation is maintained
  • Monitor compliance of all agreements governing the award of grants and prepare reports, as necessary

Qualifications:

  • Bachelor’s degree in public administration, international relations, business, finance or another related field
  • Minimum two years of experience with FCDO-funded or other donor-funded projects preferred
  • Knowledge of grants finance and subcontract budgeting for FCDO or other donor-funded projects, including FCDO regulations for compliance and oversight
  • Strong analytical skills and attention to detail
  • Demonstrated ability to work productively within a team
  • Excellent administrative, organisational and multi-tasking skills
  • Strong computer skills, including knowledge of Microsoft applications
  • Demonstrated leadership, versatility and integrity
  • Fluent Ukrainian, English and Russian are required.
