Background

In April 2024, UNDP launched a 5-years Green Energy Recovery Programme in Ukraine (the “Programme”), which is an integrated initiative designed to diversify the country’s energy mix and address the impact of the war on its outdated energy systems. Developed through extensive consultations with the Government of Ukraine, local and regional authorities, the Programme aims to respond urgently to targeted attacks on the energy sector and support its green energy recovery.

The Programme supports the National Energy Strategy of Ukraine, contributing to energy security and independence, promoting a green recovery and transition of the energy sector, and facilitating further synchronization with the EU energy markets. This effort builds on UNDP’s engagement in energy system reconstruction and recovery, leveraging partnerships and lessons learned from the “Winterization Support to Ukraine” project.

Aligned with the UN Ukraine Transitional Framework 2023 and UN Winterization plans, UNDP is providing immediate support to national and local governments to repair energy infrastructure, ensuring critical services to war-affected populations. The Programme focuses on distributing generation sources, decentralizing the power system, and increasing the share of renewable energy sources to reduce reliance on coal generation and reduce CO2 emissions.

The Programme will enhance access to energy from decentralized renewable sources, foster economic empowerment, and improve public governance in the energy sector. These outputs will contribute to Ukraine’s nationally determined contributions (NDCs) towards the Paris Agreement, aimed at reducing global greenhouse gas emissions.

Sustainable energy solutions will be introduced through pilot projects, aligned with the UNDP nexus approach to risk reduction and resilience enhancement in war-affected communities. By boosting energy supply and decentralizing the energy system, the Programme aims to reduce reliance on humanitarian aid for essential services in these areas.

In order to ensure gender mainstreaming throughout the Green Energy Recovery Programme in Ukraine and consolidate an enabling environment for institutional effectiveness to deliver gender-responsive and sustainable results informed by the impact of the war, UNDP in Ukraine is currently recruiting a Gender Analyst. 

Under the direct supervision of the Programme Manager, the Gender Analyst will be responsible for providing overall support in implementation of the Programme activities and ensuring that gender considerations are integrated across all aspects of the Programme, as well as developing the capacities of EE personnel and partners in relation to gender and facilitating knowledge building and knowledge sharing.

In coordination with CO Gender Analyst, the Gender Analyst will provide advice on gender across the work of the EE to ensure that gender equality is effectively mainstreamed within the project in line with UNDP standards.

The Gender Analyst will also work closely with UNDP CO Gender Team and all relevant stakeholders within the UNDP system and Members of the Gender Focal Team, in the identification, design and implementation of critical gender interventions for EE portfolio, while maintaining a strong contribution to resource mobilization. Additionally, the position will also require extensive engagement, networking and partnership building with international and national partners, including other UN agencies, government counterparts, civil society and non-governmental organizations, women’s organizations and networks, bilateral and multilateral donors, and private sector actors.

The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
 

Duties and Responsibilities

Provide strategic advice and coordination of the Gender activities, focusing on the achievement of the following results:

  • Identify strategic actions to promote equitable access to green energy solutions, foster women’s participation and leadership in the sector, and mitigate potential gendered risks or barriers., taking into consideration UNDP CO Gender Strategy and Action Plan as well as corporate policies and comparative best practices in gender sector;  
  • Ensure that the gender focus within the project is clearly articulated, communicated and supported by all spheres of operations and programming;
  • Monitor and share relevant guidelines to project’s communication and advocacy activities with a view to position UNDP as a key player in in promoting gender equality within Ukraine’s green energy sector

Provide project development and management support, focusing on the achievement of the following results:

  •  Ensure gender equality and social inclusion principles are mainstreamed across all stages of project development and implementation, including work plans, deliverables, and partnerships across EE programming;
  • Perform a gender analysis at all project stages to ensure the project identifies and addresses gender-specific barriers and opportunities, integrates gender equality considerations, and contributes to the empowerment of marginalized groups; 
  • Support the effective application of the Gender Marker by ensuring gender integration across project outcomes, activities, and budgets, and monitor progress toward achieving related results; 
  • Collaborate with project teams to allocate resources effectively for gender-responsive activities and ensure gender-specific needs are adequately integrated and budgeted for within energy efficiency (EE) programming and project implementation;
  • Provide recommendations to project management to adjust project approaches based on gender-related findings during implementation, ensuring continuous improvement in project delivery;
  • Support monitoring and reporting of results/outputs and objectives against gender related indicators;
  • Support the monitoring and reporting of gender-related outcomes, ensuring that gender-sensitive indicators are tracked and contribute to progress reporting for donor and corporate reports;
  • Assist in conducting gender analyses within the energy sector to identify disparities, challenges, and opportunities for promoting gender equality and social inclusion;
  • Design Gender-Sensitive Risk mitigation strategies to address project and Programme-specific gender-related risks and ensure inclusive and equitable project and Programme outcomes.

Support elaboration and implementation of the Women Leadership Programme in the framework of the Green Energy Recovery Programme, focusing on the achievement of the following results:

  • Contribute to the strategic development and planning of the Women’s Leadership Programme in Energy Sector, collaborate with project stakeholders to define clear goals, outcomes, and indicators for the Women’s Leadership Programme that align with the broader objectives of the Green Energy Recovery Programme;
  • Support implementation of mentorship and technical training programs focused on building women’s skills in STEM and green energy, fostering pathways to leadership roles;
  • Lead advocacy efforts to promote gender equality within the energy sector, supporting development of communication campaigns that highlight female role models and promote inclusive narratives.

Provide advocacy and partnership building support, focusing on the achievement of the following results:

  •  Advocate for the integration of gender equality in green energy policies and programs at national and local levels, highlighting the importance of women’s empowerment for sustainable energy solutions; 
  •  Engage with government agencies, civil society organizations, women’s groups, and private sector actors to promote gender-responsive practices and partnerships in the green energy sector; 
  • Identify and establish partnerships with organizations specializing in gender and energy to leverage expertise, resources, and innovative approaches for project implementation;
  • Contribute to design and implementation of public advocacy campaigns to raise awareness about the role of women and marginalized groups in driving green energy solutions and achieving gender equality;
  • Facilitate platforms for knowledge exchange, such as conferences, workshops, and forums, to share best practices and success stories on gender integration in green energy projects;
  • Participate with EE programming in advocacy platforms, working groups, and networks to advance gender-responsive approaches in the green energy agenda;
  • Highlight the impact of gender-responsive green energy initiatives in advocacy materials and communications, showcasing the program’s contributions to broader development goals;
  • Contribute to other strategic advocacy activities in gender and green energy to maximize support of the UN system, government and civil society partners on gender equality in line with international commitments to CEDAW and SDG 5.

Facilitate knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Organize and conduct trainings to advance gender transformational work in green energy in partnerships with senior management, project managers, the gender focal points, and colleagues; 
  •  Develop and share knowledge products such as case studies, policy briefs, reports, and toolkits that document best practices, lessons learned, and innovative gender-responsive approaches in green energy and energy efficiency projects;
  • Create and maintain resources (guidelines, frameworks, training materials) to support the integration of gender considerations into energy projects, providing practical tools for project teams and partners;
  • Actively participate in global and regional knowledge networks on gender, energy, and climate change, contributing insights and fostering cross-sectoral collaboration to strengthen gender-responsive energy solutions;
  • Collaborate with academic and research institutions to advance knowledge on the intersection of gender, green energy, and energy efficiency, ensuring the latest evidence informs project design and policy advocacy;
  • Track and report on the impact of knowledge-building initiatives, including feedback from stakeholders, and ensure that gender-related lessons and insights are being utilized to improve project implementation;
  • Promote a culture of gender-sensitive learning within the team and among stakeholders, encouraging continuous improvement and adaptation of best practices in gender integration within the green energy and EE sectors;
  • Ensure that all staff are equipped to sustainably mainstream gender equality objectives/goals in their respective areas of work in operations/programming and advance gender transformational work that address the root causes of inequality and disempowerment in EE programming.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Gender Analyst will work under the supervision of Programme Manager of the Green Energy Recovery Programme in close collaboration with EE Portfolio and CO Gender Analyst to ensure requirements are fulfilled and the Gender Framework are reported on time with the required gender standards in line with UNDP guidelines and procedures.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Social Sciences, Gender or Women’s Studies or other relevant field with a focus on Gender is required, or
  • A first-level university degree (bachelor’s degree) in a relevant field with a focus on Gender in combination with two additional years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of professional experience in the field of Social Sciences, Gender or Women’s Studies or other relevant field with a focus on Gender, is required.

Desired skills:

  • At least 3 years of progressively responsible professional experience at the national or international level addressing the promotion of gender equality and women’s empowerment will be an asset;
  • Experience dealing with a diverse range of partners including government, civil society and private sector will be an asset; 
  • Proficiency in use of office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems is an asset;
  • Familiarity with the UN system in general, UNDP in particular and other international organizations of the aid community is an asset;
  • Relevant research and published material an asset.

Languages:

  • Fluency in English and Ukrainian is required.
  • Knowledge of another UN language is desirable.
