About the Project
The Promoting Reform Objectives through Technical Expertise and Capacity Transfer, Phase 2 (PROTECT2) is an international technical assistance project, which offers short-term expert (Ukrainian and international) deployment and capacity to strengthening defense sector of Ukraine. The project responds to the needs of Ukraine’s defence institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); social inclusion; defence governance and planning, capabilities development and resource management in defence.
About the role
Based in Kyiv, the Gender Equality Expert will work under the direct supervision of the Women, Peace & Security Team Lead and in close cooperation with other technical experts. They will deliver the subject-matter expertise within the WPS workstream per the project Logic Model and finalized Annual Work Plan to implement GE and WPS agenda into the Ukrainian defence and security sector activities.
Key Responsibilities
- Complete the GBA+ online course and familiarize with relevant materials related to gender mainstreaming in the defence sector provided by the WPS Team Lead.
- Assist in developing the regulatory acts, guidelines, concepts, recommendations, other methodological and awareness-raising materials related to gender mainstreaming in the defence sector in line with Ukraine’s 1325 WPS National Action Plan commitments, other national strategic documents, and NATO policies and principles.
- Assist in developing training materials and courses for the gender advisory network and the defence sector personnel on integrating gender perspective in the defence forces in line with NATO policies and principles.
- Support the delivery of training and ToT on gender capabilities development, including gender-based analysis of military operations and CRSV and SEA prevention and response.
- Assist in organizing and executing events (training, strategic sessions, etc.) related to GE and WPS agenda implementation in the defence sector in line with approved approach and standards to fulfill the objectives of the WPS workstream.
- Exercise quality assurance oversight on products related to gender mainstreaming in the defence sector and advise corrective measures, if necessary.
- Develop and support positive working relations with a wide network of partners around gender equality, including government officials, gender focal points for development partners, and relevant civil society organizations.
Academic Qualifications and Experience:
Mandatory:
- Bachelor’s qualifications (minimum) in gender equality, sociology, political science, public administration, or a relevant domain.
- A minimum of 5 years of experience advising international projects on gender equality and women’s empowerment in public administration reform contexts, ideally in defence sector.
- Broad and innovative perspective on integration of gender equality and women’s empowerment into project components.
- Exceptional analytical capacity and policy formulation skills.
- Strong communication and presentation/facilitation skills.
- Demonstrable organizational and interpersonal skills.
- Computer literate with practical experience on key Microsoft applications.
- Excellent oral communication and writing skills in English and Ukrainian.
