Job Summary

ABA ROLI is looking to hire a local Ukrainian expert to fill the Gender Equity and Social Inclusion (GESI) Advisor position for the new five-year “Healing & Accountability through Human Rights Activity” funded by the United States Agency for International Development (USAID). The purpose of this new program is to help Ukrainians achieve justice and address social divisions resulting from Russia’s full-scale invasion. The program will support processes aimed at accountability for war crimes, foster dialogue on difficult questions related to post-conflict recovery, and begin healing and reconciliation using human-rights-based approaches, including transitional justice tools. This position is based in Kyiv, Ukraine.

The GESI Advisor will serve as the technical expert on the integration of the development implications related to gender and social inclusion into the program and will provide technical support to strengthening the resilience and capacity of civil society organizations (CSOs) and government entities to prevent and respond to abuses and providing direct support to underrepresented and vulnerable populations.

The GESI Advisor is critical to the development and success of the activity implementation through engaging and supporting underrepresented and vulnerable communities, particularly women, internally displaced persons (IDPs), ethnic minorities, youth, LGBTQI+ (lesbian, gay, bisexual, transgender, queer, and intersex) persons, people with disabilities, gender-based violence (GBV) survivors, and ex-combatants/veterans and provides cross-cutting support to ensure program activities are responsive to Ukraine’s unique context and the needs of its populations. The GESI Advisor reports directly to the Deputy Chief of Party (DCOP).

Principal Duties and Responsibilities:

  • Provides strategic and technical leadership on GESI issues in program design, reflection, reporting, and implementation, ensuring programming is responsive to the needs and priorities of underrepresented and vulnerable populations.
  • Conducts a GESI analysis and develops an affirmative action plan with the project team and partners to ensure the correct integration of gender and social inclusion considerations into the program.
  • Conduct and/or contribute to drafting risk analyses, GESI needs assessments, and other types of research assignments related to GESI, as needed throughout the program implementation.
  • Works closely with partners to support activities to enhance the human rights of underrepresented and vulnerable populations in Ukraine.
  • Facilitates coordination between and among communities, leaders, and institutions who serve underrepresented and vulnerable communities to enhance collective action and intersectional cooperation.
  • Collaborates with the team to provide oversight of the grant development process and the activities proposed by potential grantees, ensuring that both the process and the proposed activities are equitable, accessible, and inclusive for underrepresented and vulnerable communities.
  • Coordinates with the Monitoring & Evaluation (M&E) Team Lead in Ukraine and the M&E team in Washington, DC to design methodologies, including perception measurements tailored to the targeted regional areas included in the program.
  • Expand the network of Ukrainian organizations working with underrepresented and vulnerable populations to be part of the program.
  • Design and conduct regional and national trainings for government bodies focused on access to gender and social inclusion-responsive public services that are equally available and accountable to all.
  • Contributes to the preparation of periodic program reports.

Required Qualifications:

  • Bachelor’s degree in a relevant technical area such as gender studies, law, human rights, sociology, anthropology, human development, and migration.
  • Minimum of 5 years of experience working with underrepresented and vulnerable communities, particularly women, IDPs, ethnic minorities, youth, LGBTQI+ persons, people with disabilities, GBV survivors, and ex-combatants/veterans, in programs related to human rights, rule of law, or other related international development programs in Ukraine.
  • Deep understanding of the cultural, societal, and economic norms and roles in Ukraine and their implications concerning gender and the inclusion of underrepresented and vulnerable populations in the country.
  • Strong understanding of how GESI principles intersect with rule of law efforts.
  • Past experience leading or contributing to the drafting of GESI analyses and affirmative action plans.
  • Knowledge and skills in planning, monitoring, training, organizing and leading workshops.
  • Demonstrated ability to collaborate effectively on a team assignment; 
  • Strong written and oral presentation skills;  
  • Fluency in Ukrainian and English.

Desired Qualifications:

  • Technical experience in donor-funded gender and social inclusion programming, particularly with USAID-funded programs.
