WHO WE ARE
Good Governance Fund is a technical assistance project funded by the British Government through 2025. The Portfolio Management Unit (PMU) is a management organisation of the fund charged with assessing the support needs and designing projects to be funded through the GGF. The project covers a broad scope of reforms, ranging from supporting SMEs to modelling the supply and demand of electricity to building a new and welcoming investor environment in Ukraine. We offer a truly “helicopter view” of Ukrainian reforms and an opportunity to work on projects that drive transformation in Ukraine.
WHAT WE OFFER
As a Project Designer of the Good Governance Fund, you will get a unique chance to further reforms in Ukraine by designing targeted projects that improve governance, advance economic reforms and enhance citizen-oriented government services.
WHAT YOU WILL DO
As part of the Good Governance Fund’s Portfolio Management Unit, you will design projects’ architecture, theory of change, outputs and draft terms of references for specific reform initiatives. Once the project moves into the implementation stage, you will review and quality assure the deliverables received from the delivery partners.
WHO WE ARE LOOKING FOR
A seasoned professional with experience in project management, results-based management, implementing the Theory of Change and monitoring implementation. You are well-organised to draft coherent Terms of References, possess superior English writing skills and remain undeterred by a review cycle.
- Master’s Degree. A degree in public affairs, political science, economics, analysis, international relations, business, public administration or a related field;
- Experience in drafting TORs for international development projects;
- Practical experience of working with international projects in Ukraine would be an advantage;
- Understanding of the government priorities during the full-scale war and the policymaking process in Ukraine;
- Proven track record in project design, particularly development of logic models, theories of change and learning mechanisms to build inclusive and evidence-based projects that consider competing priorities and needs of government and non-government stakeholders;
- Superior command of British English, as that will be your main working language and writing is at the core of this job, native Ukrainian;
- At least two (2) years of relevant work experience in public, private, civil or donor organisations;
DUTIES
Reporting to the Country Director, you will be responsible for:
- Draft the MF project TORs that will be evidence-based, contextually relevant and in alignment with the objectives of beneficiary institutions;
- Designing project components, including rationale, theory of change, results framework, and risk matrix;
- Supervising project approval and delivery;
- Minor monitoring duties upon request.
