The ongoing conflict in Ukraine has resulted in significant loss of life, devastating destruction of infrastructure and unprecedented displacement internally and towards neighbouring countries.

To preserve development gains in Ukraine as fully as possible, mitigating risks of descent into protracted crisis, embedding activities for early recovery from the onset of the humanitarian effort, and facilitating swift return to pathways and processes for national attainment of the SDGs.

To inform UNDP’s Resilience Building and Recovery Programme implementation and to provide technical assistance to government counterparts, UNDP Ukraine established a dedicated Decision Support Unit (DSU) to coordinate assessments, internally and in collaboration with partners externally. The unit will explore the most efficient and cost-effective damage assessment methodology; consolidate, Synthesize and share knowledge generated from assessments; build national capacity on damage assessment; and establish an internal one-stop-shop for assessments, and related information e.g., Oblast profiles. The objectives of the establishment of this unit are:

1 Provide knowledge management support to UNDP including consolidation, update and storage of evidence and indicators to inform UNDP’s planning, implementation and advocacy efforts. 

2 Capacity development: Support mandated government counterparts on damage assessment methodologies, including but not limited to the use of satellite imagery and remote sensing.

3 Information repository/ Portal: Collate and archive relevant baseline and assessments, and work with partners to identify and address the information gaps in preparation for the post-conflict needs assessments. 

Based on the above, UNDP Ukraine is seeking a qualified Geographic Information System (GIS) and Data Analysis Officer, who will join the Decision Support Unit and under the overall supervision of the Project Manager will work on providing actionable analysis for UNDP Ukraine and national partners.

 

Scope of Work

Under the direct supervision of the Project Manager, the incumbent will be responsible for the following key tasks:

Assessment and Planning

  • Identification of available GIS data.
  • Proactively identify data needs in support of UNDP’s programmatic priorities.
  • In coordination with the project team, co-construct qualitative and quantitative data collection tools, ensuring GIS requirements of research cycle/assessment are met.

            Data Collection

  • Source, collect relevant datasets and establish connections with relevant organizations as necessary.
  • When relevant, ensure that collected data is geo-referenced, enabling the production of maps and related products.

            Data Management & Analysis

  • Ensure that all collected data is stored in line with global best practice Data Management Guidelines
  • Ensure that data is revised and cleaned and that all revisions are recorded.
  • Ensure spatial analysis is conducted on collected data for timely dissemination
  • Keep relevant reporting documents and internal UNDP pages updated within his/her area of responsibility.

GIS Products (Including maps and web products)

  • Develop maps, dashboards and visualization according to the needs of UNDP Ukraine.
  • Ensures that the produced maps meet the requirements of UNDP and concerned partners.
  • Ensure regular communication is maintained with project team on progress and deadlines for GIS products.
  • Organize and participate in relevant meetings, and prepare presentations and briefings.
  • Provide other consultations to the UNDP Ukraine upon request.

Measurable outputs of the work assignment:

  • Workplan developed and approved by UNDP (including visualization needs, analytical products, digital solutions, dashboards, and any requirements)
  • Available GIS data collected data and properly structured and stored with metadata and data gaps identified.
  • At least 8 quality maps, static and dynamic, GIS and visual products developed, monthly according to the agreed work plan and UNDP Ukraine priority areas to support resource mobilization, planning, communications, and advocacy efforts.
  • Debris management and damage assessment analysis conducted, and visual products produced.
  • Remote sensing analysis is used for damage assessment and other small-scale analyses.
  • Final report including Standard Operating Procedures (SoPs), documentation, and templates for GIS products.

Min. Education requirements

Master’s degree (or equivalent) in Science, Geographic Information Systems (GIS), Geography, Informatics, Data Analysis or related fields. Bachelor’s Degree with two years of progressively responsible relevant experience will be given due consideration in lieu of Master’s degree.

 

Min. years of relevant work experience

  • Relevant experience in Geographic Information Systems, spatial data management (including databases use and development), environmental and natural resource management, including monitoring and interpreting data for reporting would be an asset.
  • Alternatively, if in possession of Bachelor’s degree, minimum 2 years of such relevant experience is required.

 

  • Experience of working with data analysis for programme or policy development with/for international development organizations and/or national public sector institutions is a strong asset.
  • Experience of working with GIS software products e.g., ArcGIS or QGIS, for mapping and spatial analysis, including the development of (open source) geodatabases and sharing GIS products via cloud-based platforms is a strong asset.
