GIS Specialist Support tо Anti-Corruption Champion Institutions Program in Ukraine

 Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Ukraine reconstruction efforts.

Position Summary:

The GIS Specialist will contribute to the development of the terms of reference (ToR) for the Geo-information system (GIS) software development, business processes and data management processes. The GIS Specialist will be responsible for structure and architecture requirements preparation for the GIS software. This is an STTA position with an expected level of effort of up to 30 days.

 Responsibilities:

  • Analyze spatial database information.
  • Collect field data from clients and through observation.
  • Develop technical requirements for custom/standard maps and modules.
  • Develop structure and architecture requirements for working with geospatial data.

Qualifications:

  • Master’s degree in GIS or a related field is required.
  • Minimum of three years of experience as GIS Specialist or a related position is required.
  • International GIS certification is preferred.
  • Experience using and designing GIS software products is required.
  • Strong communication and analytical skills are required.
  • Fluency in Ukrainian and proficiency in English is required.
