GIS/Data Management Consultant
NORC at the University of Chicago is seeking a local Ukrainian consultant to provide GIS/Data management services for the USAID/Ukraine Monitoring and Learning Support activity. This activity assists the USAID Regional Mission for Ukraine in its overall monitoring, data collection, analysis and visualization needs.
Role overview:
The GIS/Data Management consultant will support the work of UMLS Data Analyst by collecting required data from open sources, creating and cleaning data sets, producing static and interactive maps and other visual and analytical products, performing other assignments under the supervision of the Data Analyst.
The consultant will be performing services on an ad hoc basis (as needs arise) based on the request of the Data Analyst. The initial contract will be signed for 6 months, with tentative workload of up to 5 working days per month, with the possibility of extension.
Skills:
- Knowledge of the principles of digital cartography and GIS in general.
- Knowledge and experience in geodata collection by variety of methods (geocoding, reverse geocoding, manual raster digitizing) and clear understanding of data quality assurance.
- Knowledge and experience in data entry and data cleaning.
- Skilled in the use of GIS software, particularly QGIS.
- Ability to produce simple maps layouts in QGIS.
- Expertise in the use of MS Excel, Google Sheets for data entry and cleaning tasks.
- Ability to organize work, establish priorities, meet deadlines, and follow up on assignments with a minimum of oversight.
Responsibilities:
- Support map production cycle by data entry, transformation, or cleaning.
Minimum Qualifications:
- Bachelor’s degree or equivalent coursework from an accredited college or university in GIS/Digital cartography or a closely related field with major course work in GIS.
- At least two (2) years of experience in the use of GIS/Digital cartography in the geodata production and maintenance including geodata quality assurance techniques.
- Experience with ArcGIS Online, Survey 123, or ArcGIS Storymaps is preferred
- Must maintain good interpersonal and communication skills.
- Must be able to read/understand English and Ukrainian.
