Deloitte is seeking candidates for the position of GIS/ Land Use Consultant in support of USAID/UKaid SOERA. The position is for PEs (ФОП), based in Ukraine, available for occasional trips to Kyiv.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.
Objective:
The State Property Fund of Ukraine is successfully implementing the Land Bank project, aimed at enhancing the efficient use of state-owned agricultural land. The land currently in permanent use by state-owned agricultural enterprises will be transferred to another state-owned enterprise (the operator of the Land Bank), which will be managed by the SPFU. The state-owned operator of the Land Bank will be corporatized into a limited liability company, which will lease the land and subsequently conduct sublease auctions through the Prozorro.Sale. SOERA will support the analysis of existing land data, identification and prioritization of land plots for transfer to the SOEs created for leasing agricultural land, preparation of property rights registration, creation of a land plot database and mapping, corporatization of these landholding SOEs into limited liability companies, and the launch of transparent lease auctions for the land plots.
The first stage of the Land Bank project is currently being implemented. In accordance with the Order of the Cabinet of Ministers of Ukraine No. 541-r dated June 13, 2024, the SOE “Agrarian Investment Fund” received 1,905 land plots with a total area of 90,936.7058 hectares. The SOE “Agrarian Investment Fund” has been corporatized and is now the LLC “State Land Bank,” which has successfully conducted its first sublease auctions (results of the initial auctions).
The GIS/ Land Use Consultant is expected to be involved in tasks within his/her area of responsibility to strengthen the support of the SOERA project of the State Property Fund of Ukraine in the implementation of the Land Bank project.
The consultant will report administratively to the SOERA Program leadership.
Responsibilities:
- Conducting analysis of existing geospatial data regarding land plots and preparing recommendations for optimizing their use
- Creating and updating land plot databases in GIS, including spatial data and attribute information
- Developing and maintaining cartographic materials for the project using modern Geographic Information Systems (GIS)
- Comparing data from the State Land Cadastre with other open sources to identify discrepancies and clarify land plot boundaries
- Providing consultations on the application of GIS for land resource management
- Conducting geoinformation analysis to determine optimal conditions for the transfer of land plots and their subsequent use
- Collaborating with project teams to integrate collected data with other information systems and ensure data accuracy and relevance
- Providing consultations for staff on the use of GIS within the project tasks
- Perform other duties as requested by management
Minimum Requirements:
- Bachelor’s or Master’s degree in Geographic Information Technologies, Land Management, or related fields
- At least 3 years of experience working with GIS software (e.g., QGIS, ArcGIS)
- Professional knowledge of Ukrainian land legislation
- Experience in collecting, processing, and analyzing spatial data
- Ability to work with various types of geodata (vector, raster, tabular) and cartographic sources
- Excellent analytical skills with ability to thrive in a fast-paced, fast-changing environment with strong attention to detail
- Exceptional ability to meet deadlines
- Positive team player with strong interpersonal and relationship-building skills
- Ability to take initiative, function independently and navigate ambiguity
- Resourceful and pragmatic problem solver
- Excellent computer skills (MS Office: Word, Excel, Power Point), project management tools and trackers
- Ukrainian as a mother tongue. English A2/B1
- Excellent planning and time management skills
- USAID program experience preferred.
