Position Summary:
CRDF Global is looking for an experienced and driven Grants Operations Manager. The role reports to the Director of Grants and will be responsible for the operationalizing the CRDF Grants Management vision and strategy, by establishing processes and solutions for end to-end grant management across CRDF.
Major Responsibilities:
- Develop, manage, and oversee best-in-class, high-impact grants managements operations across CRDF grant programs that aligns with our grants management strategy, donor requirement, urgency, available resources, and accountability.
- Liaise across CRDF teams to deliver high-quality, timely, and compliance-consistent grant processing and management.
- Play a key role in supporting the ongoing transformation effort to design and implement a high-impact, Donor and grantee-centric grant-making process. Be a driving force for positive change, identifying opportunities to adopt more effective business processes.
- Line-manage and support grants staff (based out of the Ukraine, Jordan and Arlington Hub) in the delivery and implementation of our current and future grant programs by ensuring the staff are positioned to support program delivery efforts and to meet agreed upon standards of quality, compliance, and performance. The Grant Operation Manager ensures that staff are aware of and adhere to CRDF Global grant policies and procedures. In addition to leading staff the Grant Operation Manager allocates grant work to team members and is responsible for the day-to-day management of a portfolio of complex assistance activities.
- Oversee the utilisation of Fluxx grants management system and simplifying and standardizing grants data collection and analysis.
- Lead on grants compliance, grants risk management and grants agreements.
- Performs pre-award risk assessments and develops and implements risk mitigation plans;
- Reviews and approves subgrant/subaward financial plans;
- Issues and negotiates subgrant/subaward agreements with award recipients;
- Coordinates with internal and external stakeholders on all aspects of grants administration, ensuring subgrantee compliance with all federal rules and regulations and CRDF Global policies and procedures;
- Maintains agreement files per federal audit requirements.
- Provide comprehensive financial monitoring of programs, including the review and approval of subgrantee payments and advance requests and completion of grant account expense reconciliations.
- Provide accurate and timely grants management information/reports to Grants Directors, Senior Leadership Team, the Board and relevant Business Development team to enable effective decision making and strong proposals.
- Supports Business Development team with proposal activities including participation in proposal design, proposal writing and pricing.
- Represent the CRDF grant team internally and externally.
- Leads on monitoring, evaluation and learning of the grant programs.
- Other duties as assigned.
QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS:
- Demonstrable prior experience (5+ years) and knowledge with grant processing, grant making systems, compliance, and risk management.
- 3+ years of experience of leading and managing teams.
- An understanding of USG grants compliance laws such as 2 CFR 200, 2 CFR 700.
- Experience of having delivered grant programs funded by Donors such as USAID, NIH, State Dept, DTRA would be an advantage.
- Prior experience working with international partners in foreign markets, administering foreign assistance agreements, and/or working on or leading cross-border teams highly desired.
- Demonstrable experience successfully leading complex, cross-functional projects, including designing implementation plans, managing diverse teams, and owning risk mitigation.
- Expertise in change management, ideally with experience in agile and good fundamentals in business process design and teams-based systems of service delivery.
- Track record of engaging, influencing, and managing a complex stakeholder group
- English fluency.
- Ukraine work authorization.
- Proven customer service experience and effective oral and written communication skills required. Candidate should be comfortable communicating with stakeholders entirely through e-mail, video conference, or mobile phone where required.
- Ability to utilize Fluxx, Microsoft Office Suite with emphasis on Microsoft Excel, PowerPoint, Outlook, and Word. Candidate should be comfortable preparing financial reports and statistical analysis, creating presentations, and drafting award agreements and related documents.
- Bachelor’s Degree.
- Strong project management skills (work breakdown structure), project planning, scheduling and tracking.
