Grants Specialist
Background:
The USAID Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.
Position description
The Grants Specialist coordinates with project technical staff to ensure that funds spent on grants are managed in compliance with applicable USAID and Chemonics policies and regulations and in a responsible, effective and efficient manner, contributing to the achievement of Harvest Activity’s goals and objectives. The Specialist will support administrative grants management, selection processes, negotiations, and grants awards.
Responsibilities
- Establishes and maintains a tracking system for preparation of Requests for Applications (RFAs) and other solicitations, evaluation of grant proposals, grantee selection, grant awards, monitoring of grantee performance, and grants deliverable payments
- Coordinates with project technical staff, including the Chief of Party (COP) and Deputy Chiefs of Party (DCOP) and Strategic Investment Fund Director to prepare and update the grants pipelines in line with expected Harvest Activity’s results and outcomes and to inform budget forecasts.
- Advises on appropriate grants mechanisms for funding specific program activities
- Analyzes grant applications, proposals, and awards to ensure adherence to grant management policies and procedures and Chemonics guidelines, as well as USAID rules and regulations
- Reviews and analyzes grant budgets for allowability, allocability, reasonableness, and consistency. Coordinates with the finance team to negotiate budgets and conditions of grant execution with potential grantees
- Monitors grantees to ensure compliance with USAID and Chemonics grants administrative requirements, including conducting site visits for internal audits and responsibility determinations in coordination with the finance team.
- When necessary, mentors and/or provides targeted training to grantees, ensures they are provided with suitable technical advice and assistance to utilize grant funds comply with requirements of proper project management in order to adhere to U.S. Government regulations and Harvest Activity goals and objectives.
- Recommends improvements to grants management policies, procedures and practices, as necessary
- Undertake other duties as assigned by the Senior Grants Manager.
Qualifications
- Bachelor’s degree required
- Minimum 5 years of experience in grants administration
- Familiarity with USAID regulations governing grants under contract
- Experience working with non-governmental organizations and/or government ministries with activities related to grants development and implementation
- Experienced in conducting training to build organizational capacity is a plus
- Demonstrated project management and organization skills
- Excellent communication skills and ability to work on teams
- Demonstrated problem solving and decision-making skills
- Strong written and oral communication skills and excellent interpersonal skills
- Written and spoken English and Ukrainian is required
- Demonstrated leadership, versatility, and integrity
Job Location
This position is based in Kyiv, Ukraine.
Salary
Negotiable based on experience and qualifications
