Deloitte is seeking qualified candidates for the open position of Healthcare Analyst in support of the USAID Health Reform Support project. This position is based in Kyiv.

Project Description
The purpose of the USAID Health Reform Support project (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Position Summary
The Healthcare Analyst will support HRS activities under the project component focused on improving service delivery at all levels of the healthcare system. The analyst will support activity implementation under this component by focusing on healthcare networks development, generating strategic information for data-driven policy making in service provision and health facilities functioning, healthcare system recovery and essential services restoration, other tasks as directed by project leadership in support of national government stakeholders, as well as regional health administrations and healthcare facilities. The Healthcare Analyst will work directly with the Healthcare Networks Development Advisor to ensure that the healthcare sector planning is adequately implemented and communicated with stakeholders.
Tasks and Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Supporting the project team with the implementation and technical delivery of approved component activities, including: hospital network planning; creating hospital models for care and hospital briefs; developing guidelines and education materials in management, quality, patients’ safety and patient-centered care for health care providers; and/or conducting analysis and research related to service delivery;
- Supporting the implementation of hospital sector reform, including the performing of the hospital sector analysis and modelling to identify directions for the building of the capable hospital network, the development of the approach/methodology for a strategic plan for hospital sector development at regional level;
- Coordinating emerging population health needs assessment and healthcare providers’ capacity and infrastructure assessments;
- Identifying needs, generate solutions, and contribute to the healthcare system recovery and restoration activities at the national and regional level;
- Providing technical support for the state and regional public counterparts in preparing a Hospital Network Models and ensure the continuous collaboration with the local authorities, their involvement in the process, and the provision of sustained inputs to the Project activities;
- Managing grantee by ensuring compliance with HRS/Deloitte standards and policies;
- Supporting the team in health information management activities, including the design, structure, retrieval, data collection, verification, storage, exchange, visualization, analysis and interpretation, and use of health data and information, creating analytical reports, e-tools, and presentations;
- Contributing to the development of training materials for events, workshops, and other capacity building activities;
- Providing scientific, information management, analytical, and administrative program support to the HRS team and key counterparts in Public Health related issues;
- Preparing analytical notes, technical reports and other substantial documents relevant to Project SOW activities for internal and stakeholders use;
- Supporting the project activities from the planning, implementation, data collection to illustrating of the project activities progress and impact, including the development of project deliverables (i.e., work plans, quarterly and annual reports); and
- Performing other functions as directed by the supervisor.
Requirements/Qualifications
- Bachelor’s degree in public health, health sciences, medicine, public policy/administration, health care management or other relevant discipline;
- Knowledge of healthcare reform in Ukraine; specifically, reforms in the specialized hospital sector;
- At least 3 years of proven work experience in the Ukrainian health (or public health) sector, or in international technical assistance projects in the healthcare sector;
- Previous experience working with epidemiological, clinical, and demographic data is highly preferred;
- Proficient in the use of MS Office Excel for data analysis, data modelling and results visualization; Ability to work with IT applications for data analysis and visualization is highly preferred;
- Reputation as a team player who delivers work product on time;
- Analytical and critical thinking skills for searching, processing, using data and representing post analyzing results.
- Excellent writing and communication skills in Ukrainian and English.
- Strong organizational skills, ability to multitask competing priorities, and reputation attention to detail; and
- Ability to work independently and as part of a team to deliver high quality products and meet tight deadlines.
Reporting Requirements
The Healthcare Analyst will report to the Healthcare Networks Development Advisor.
