Deloitte is seeking qualified candidates for the open position of Healthcare Service Delivery Advisor in support of the USAID Health Reform Support project. This position is based in Kyiv.

Level of Effort: full-time 

Project Description

The purpose of the USAID Health Reform Support project (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Position Summary

The Healthcare Service Delivery Advisor will conduct activities connected to development of the new services, redesigning of the network of service delivery, and capacity building of healthcare providers across Ukraine.

Tasks and Responsibilities

Duties and responsibilities will include, but will not be limited to:

• Coordinating activities related to implementation of new services and modern approaches in healthcare service delivery at the facility level:
• Providing support in assessment of available local health care facility (HCF) networks and developing recommendations on its redesign to an effective network of HCFs facilities through:
• Contributing to development of the monitoring and evaluation framework for modernized HCFs network at the regional level;
• Providing technical support to primary healthcare facilities in coordination of care with all service providers in the region;
• Providing technical support to specialized healthcare facilities in redesigning the service provision based on their roles in the new optimized network;
• Developing and implementing capacity strengthening programs for healthcare providers at all levels, which includes collecting and analyzing regional healthcare facilities (HCFs) data; Developing training materials, guidelines, assignments, tools etc.; conducting trainings for HCFs; and assessing impact, among other components;
• Closely collaborating with other project component teams and provide input into crosscutting activities;
• Developing close working relationships with national and local partners;
• Planning, scheduling, and logistically facilitating the execution and implementation of activities in the Project work plan;
• Responding proactively to requests by USAID and other project team members; and
• Performing other tasks as required by project leadership.

Requirements/Qualifications

• Bachelor’s degree in medicine, healthcare administration, management, business administration, public health, economics, finance or other related disciplines;
• 3+ years of relevant professional experience in healthcare financing, administration or public health;
• Proven experience in management and program planning;
• Strong management and planning skills of project tasks and budget;
• Demonstrated leadership and teamwork and ability produce high quality work in a timely, cost-effective manner;
• Excellent organizational skills;
• Excellent interpersonal communicational skills;
• Fluency in Ukrainian and English.

Reporting Requirements

The Healthcare Service Delivery Advisor will report to the Healthcare System Transformation Advisor.
