POSITION SUMMARY: 

HIAS is looking to hire a Project Coordinator for its expanding Ukraine Country Office to lead the implementation of the UHF Project. The role involves overseeing partnership-based projects, with a focus on strengthening the capacity of small women-led organizations to work effectively with international donors. Reporting to the Program Director, the coordinator will be responsible for managing projects in three key areas: Gender-Based Violence (GBV), Child Protection (CP), and Education.

In the GBV Cluster, the goal is to enhance safety, protection, and psychosocial well-being by providing specialized and non-specialized GBV services to vulnerable IDPs, non-displaced individuals, and returnees. This includes activities such as case management, psychosocial support, legal aid, cash transfers, awareness campaigns, and training humanitarian actors.

The Education Cluster aims to improve inclusive access to quality education services for displaced, non-displaced, and returnee children. Collaboration with Women-Led Organizations involves introducing disability, age, and gender-responsive Mental Health and Psychosocial Support (MHPSS) in education, including training and capacity-building for teachers.

In the Child Protection Cluster, the focus is on timely access to well-coordinated, quality, and gender-responsive CP services for internally displaced, non-displaced, and returnee children. Activities include providing MHPSS services, creating safe spaces, in-kind support for vulnerable families, strengthening referral pathways, and raising awareness on child protection.

The geographic focus spans 32 hromadas, 21 rayons across Kharkivska, Donetska, Dnipropetrovska, Mykolaivska, Odeska, and Khersonska oblasts. HIAS will collaborate with local organizations, supervising four of them to provide support and continuous mentorship. The goal is to address the diverse needs of vulnerable groups in regions with high concentrations of IDPs, refugees, and proximity to conflict zones.

ESSENTIAL FUNCTIONS:

  • Work to ensure program implementation is on time, progressing towards targets, within budget, and implemented in compliance with donor regulations.
  • Work closely with technical experts within HIAS to ensure programming is aligned with financial & operations standards.
  • Support in the grants kick off meeting, understanding all donor rules according to the contracts and ensure partners understand and respect those rules. 
  • Develop the work plan of the project, MEAL plans and capacity building plan in coordination with other HIAS departments: Grants, MEAL, Technical Teams.
  • Accountable for all project activities directly implemented by HIAS in the UHF project.
  • Responsible for communicating with the partners of the consortium and ensure clear communication among UHF partners and HIAS Teams involved in the realization of the program.
  • Follow the financial flow with the partners, provide monthly forecast and track expenditure related to the project ensuring UHF budget flexibility is respected and all modifications are requested on time. 
  • Support the spot checks of UHF and any audit organized by the donor. 
  • Being responsible to ensure Grants and Technical Teams can review reports in time before submission in the OneGMS. 
  • Identify and facilitate partner coordination with technical experts who can provide high-impact, action-oriented capacity-building and coaching to partner organizations.
  • Work closely with partners to ensure they understand the big picture as well as the details in all policy and compliance.
  • Support grants management including creating and managing electronic filing systems.
  • Design, implement, and champion knowledge and information management systems that ensure program teams both contribute to and leverage internal and external knowledge networks;
  • Establish clear pathways for program information flows between HIAS Ukraine and key stakeholders (HQ, region, partners, OCHA);
  • Manage administrative procedures for programs teams (schedule meetings and training, arrange travel, process contracts, obtain supplies);
  • Identify, build, and manage collaborative partnerships with other humanitarian partners, coordination bodies, local authorities and other stakeholders, as needed;
  • Plan meetings, workshops, and trainings, ensure that all logistics arrangements are in place and also ensure that meeting notes are taken and disseminated timely to all participants;
  • Provide support to the MEAL team and organize MEAL data;
  • Assist in the documentation of lessons learned, best practice and case studies;
  • Support Advocacy, Media, and Communications (ACCM) team in content preparation success stories and case studies. Monitoring Evaluation Accountability and Learning, Safeguarding, and other critical areas.
  • Ensure HIAS approach to partnership development and localization is applied, and provide feedback to regional and HQ teams on partnership development approaches
  • Understand HIAS compliance requirements with partners, ensure they are followed, mitigate when possible and escalate when needed
  • Support development of new proposals for funding 

QUALIFICATIONS REQUIREMENTS:

  • Minimum 3 years of experience working in a high-performing management or leadership position; 
  • University degree or equivalent;
  • Ability to work in a fast-paced environment with minimal supervision;
  • Fluency (written and  verbal) communication in Ukrainian and English is a must;
  • Excellent computer skills: proficiency in Microsoft office suite (Word, PowerPoint, Excel, Outlook);
  • Detail-oriented, independent, and reliable;
  • Excellent analytical, organizational, and problem-solving skills;
  • Emotional intelligence, ability to resolve conflicts, and cross-culture communication skills;
  • Excellent communication and client relationship skills; 
  • Passionate about supporting women-led organizations and bringing awareness of gender-based violence issues to a broader population in Ukraine.
