Using a referral networking recruitment model, the ICF “Ukrainian Foundation for Public Health” and the international organization HealthRight International (Right to Health) are looking for a Chief Monitoring and Evaluation (M&E) specialist to join our team based in Kyiv, Ukraine.
The ICF “Ukrainian Foundation for Public Health” (UFHP) is a charitable foundation established by HealthRight International to build local capacity and support Ukrainian initiatives to provide life-saving care to the most vulnerable women, children, and youth. The organizations have been working in Ukraine since 2005 and implementing models aimed at preventing social orphanhood, gender-based violence, and HIV and AIDS; promoting the development of local communities by increasing the capacity of NGOs and local governments to improve the range, access, and quality of social, psychological and rehabilitation services. Today, both organizations employ 640 people, including 60 key staff.
Term of service: April 2023 – April 2024, with a possibility of extension.
Geography: Ukraine.
Location: 45/2 Chykalenko St., office 30, Kyiv, Ukraine.
Employment: full-time.
SUMMARY:
The Chief Monitoring and Evaluation (M&E) development, coordination, and implementation of the monitoring and evaluation system of HEALTHRIGHT/UFPH projects.
MAIN RESPONSIBILITIES:
- Development of the concept, implementation, and support of the monitoring and evaluation system of HEALTHRIGHT/UFPH projects
- Develop, implement, and improve regular evaluation of program component indicators, data collection tools, indicator tracking, monitoring and evaluation reporting, and statistical documentation, reporting, including online/offline surveys, learning reports, pre-publication review for all HEALTHRIGHT/UFPH projects
- Organizing and conducting training for staff on monitoring and evaluation, analysis of project performance, use of various tools, and data collection
- Implementation of innovative tools in the M&E system
- Overseeing the weekly data collection and providing information to HEALTHRIGHT/UFPH donors/management
- In-depth analysis, systematization, and synthesis of statistical information obtained in the framework of HEALTHRIGHT/UFPH project
- Manage the development of baseline and endline client surveys within the framework of HEALTHRIGHT/UFPH projects, plan and monitor their implementation
- Overseeing the maintenance of an electronic database of service users and timely updating information in it
- Overseeing the maintenance of primary reporting and current project documentation by project implementers, collecting and analyzing information necessary for the successful implementation of HEALTHRIGHT/UFPH projects
- Preparation of reports on the work of HEALTHRIGHT/UFPH projects, including descriptive and analytical reports on the results of programmatic monitoring and evaluation activities
- Development of indicators of the success of project activities (indicators)
- Development of a monitoring and evaluation system for project applications
- Participation in the creation and implementation of a data quality assurance system and development of quality monitoring and evaluation reports
- Preparation of recommendations and presentations for project coordinators to improve the effectiveness of project implementation on monitoring and evaluation
- Overseeing the timely, correct completion and submission of required reporting forms/program documents/information work to the highest standards in Ukrainian and English
- Mapping of services within the framework of clusters and working groups in which HEALTHRIGHT/UFPH participate
- Participation in planning and coordination of project implementation with other project implementers
- Work with data in analysis systems following the requirements of project donors
QUALIFICATIONS
- Proven experience of 5+ years of productive work as a senior monitoring and evaluation (M&E) specialist
- Experience in effective management of monitoring and evaluation processes and/or program monitoring (experience in using database packages, experience in using data processing and analysis) in projects
- Experience in managing teams of M&E specialists, online client management systems in international or Ukrainian social projects (governmental or non-governmental organizations)
- Ability to build and improve processes to improve results
- High level of analytical skills, complemented by the ability to process and analyze large amounts of information with a focus on detail and accuracy
- Fluency in Ukrainian and English at least C1 level
- Proficiency in basic computer office software packages at a high level (excellent proficiency in Excel);
- University degree in social sciences, statistics, demography, public policy, international development, economics, IT, or related fields
- Experience working on projects of non-governmental organizations/charitable foundations will be an advantage
- Knowledge of basic evaluation methodologies (e.g., qualitative, quantitative, mixed methods, and impact), as well as data collection and analysis methodologies
- Knowledge of the specifics of implementing social projects to protect vulnerable populations, internally displaced persons, and children, psychosocial work with adolescents (youth), prevention of abandonment, counteracting and preventing gender-based violence, and emergency psychological support will be an advantage
