Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.
Position Purpose
Pact is seeking applications for the position of Human Resources (HR) Officer. Reporting to HR & Operations Manager, the HR Officer provides HR support to the project team according to Ukrainian Labor Code, Pact’s policies and procedures and donor requirements, including preparation of employment documents, recruitment process, administration of leaves, benefits management, cooperation with GDIP.
Key Responsibilities:
- Provide support to the project team in preparation of Job Descriptions; Post advertisements for project recruitment needs.
- Support hiring and recruitment process ensuring compliance with Pact policies, and local labor laws, in close coordination with HR & Operations Manager and technical team.
- Assist in screening of applications, scheduling interviews. Notify candidates about the results of the selection process.
- Check professional references, verify Biographical Datasheets, and draft job offers.
- Ensure that employment process is conducted According to Pact HR Handbook and Ukrainian Labor Code
- Manage collection and verification of necessary documents to be submitted to GDIP; prepare necessary orders and other required documents.
- Provide onboarding of project employees, provide guidance on the project systems and policies.
- Maintain personnel files including leave and agreements tracker.
- Monitor employees’ leave records, ensure that annual leave requests are submitted to the Finance team on time.
- Collect and check accuracy of staff timesheets.
- Assist in preparation and submission of documents for staff reservation as well as further reporting to relevant authorities.
- Maintain employment agreements and other HR documents in HR files, ensure confidentiality of personal information.
- Maintain performance management plans, guide the employees through Pact learning and development opportunities.
- Assist in management of termination process, including arrangement of exit interviews, collection of project property and termination documents.
- Perform other related duties as required.
Basic Requirements:
- Bachelor’s degree in human resources, business, or related field preferred
- 2+ years’ progressive work experience in recruitment and human resources management
- Previous experience preparing and negotiating employee and consultant contracts.
- Ability to respond effectively to time sensitive demands & inquiries
- Proficiency using Microsoft office suite, and other relevant software
- Working proficiency in English is required
Preferred Qualifications:
- Direct and recent experience with USAID regulations and procedures highly preferred.
- Must be familiar with local labor laws
- Demonstrated ability to think strategically, manage workload and meet deadlines.
- Experience implementing USG-funded programs in Ukraine.
