Position Summary

Momentum Wheels for Humanity (MWH) seeks a Ukraine Human Resources (HR) and Administration Manager to oversee HR and administrative functions for MWH’s portfolio of projects in Ukraine, inclusive of the five-year USAID-funded Rehabilitation for Ukraine (Rehab4U) Activity. The HR and Administration Manager will provide oversight for organizational and project-based recruitment and onboarding, ensuring compliance with local labor law and organization policies, as well as performance management and employee relations training and development. The HR and Administration Manager will advise on personnel compensation and benefits in alignment with MWH’s local salary scale and oversee payroll processing in connection with MWH’s local payroll provider. The HR and Administration Manager will ensure that human resources and administration functions are implemented following donor regulations, local law, and MWH policies and procedures. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided.

Expected Duties and Responsibilities   

The Ukraine HR and Administration Manager will be responsible for the following: 

  • Manage field HR for MWH’s donor-funded projects, including but not limited to the recruitment, selection, hiring, and onboarding of new MWH Ukraine staff, and consultants.
  • Oversee implementation of country office HR practices, ensuring compliance with donor regulations, local Ukrainian law, and MWH policies and procedures. 
  • In coordination with the Director of Finance and Grants Management, review and revise organizational and project-based HR and administration procedures, identifying gaps and establishing benchmarks to ensure effective implementation, documentation, and reporting.
  • Supervise HR and Administrative Officer, providing direct oversight and mentorship.
  • Establish and implement a performance planning and management system for all employees, including needs assessments, professional development plans, and monitoring of professional development plan execution. 
  • Provide coaching and training to supervisors on critical HR functions, including compensation management practices, recruitment processes, and employee relations.
  • Develop and deliver HR orientation training to all new employees, in addition to periodic training on MWH policies and guidelines to staff.
  • Build and sustain relationships with government officials and relevant stakeholders to stay abreast of labor issues.
  • Stay abreast of regulatory changes to ensure compliance with Ukrainian labor law and maintain adherence to all statutory requirements.
  • Review security risk assessments and transportation plans from a labor law perspective.
  • Regularly update the organizational chart and staff contact information, including personnel profiles, as needed.
  • Develop job descriptions for new positions and periodically review and revise descriptions for existing roles as necessary.
  • Oversee and ensure a proper HR physical and electronic filing system according to MWH requirements. 
  • Perform and maintain military registration and reservation of conscripts, ensuring that all documents provided by local conscripts are up to date and submitted to local authorities on a timely basis.
  • Liaise with MWH’s payroll provider as needed to ensure accurate and complete payroll processing. 
  • Coordinate with MWH HQ on compliance issues related to country HR, seeking policy guidance as needed.
  • Develop monthly Ukraine HR team report outlining progress against milestones, challenges, and areas for improved efficiency; and
  • Perform additional duties as required.

Minimum Qualifications and Experience

  • Bachelor’s degree in a relevant field, such as HR, labor law, or business administration. 
  • At least 6 years of relevant work experience supporting project-based HR and/or administration functions, with at least 3 years of experience managing a team, preferably within the international development context in Ukraine.
  • Prior experience supporting HR on international donor-funded international programs.
  • Prior experience ensuring compliance with local labor law and military registration, with staff supervision responsibilities.
  • Strong familiarity with Ukrainian HR and administration best practices and labor law
  • Familiarity with USAID HR regulations for assistance awards is highly preferred.
  • Detail-oriented with excellent organizational and prioritization skills.
  • Ability to set clear goals and manage progress toward them;
  • Strong administrative, organizational, and written and verbal communication skills;
  • Excellent computer skills with proficiency in Microsoft Office/Outlook and knowledge management platforms such as Dropbox or Box; and 
  • Written and spoken fluency in Ukrainian and English.
