Human Resources Assistant
Background:
The USAID Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.
Position Description:
Human Resources (HR) Assistant will provide comprehensive support to the HR, Compliance, and Finance departments, ensuring efficient implementation of USAID and Chemonics HR policies, systems, and procedures, which are essential for maintaining a well-functioning and compliant workforce. This role is pivotal in enabling the smooth operation of the USAID Harvest Project by supporting the recruitment, onboarding, and retention of skilled professionals while adhering to USAID standards and local labor laws. The position requires a proactive and detail-oriented individual with excellent organizational, communication, and interpersonal skills. The HR Assistant will work closely with Finance, Compliance, and Operations team members to manage HR workflows, support in hiring and onboarding process.
Responsibilities:
The HR Assistant will be responsible for the following tasks, among others:
· Support the recruitment process by posting job advertisements, organizing candidate applications, and scheduling interviews.
· Assist in the onboarding of new employees, including documentation, orientation materials, and orientation sessions.
· Maintain and update employee records in compliance with USAID, Ukrainian and Chemonics policies and legal requirements.
· Work close with the GDIP, prepare HR-related documentation, including employment agreements, amendments, and termination letters.
· Assist in ensuring compliance with Ukrainian labor laws and USAID regulations.
· Support the HR team in implementing personnel policies and procedures.
· Support to collect and manage information during the annual performance cycle.
· Provide administrative support for performance reviews and goal-setting processes.
· Assist in preparing documentation for audits and donor reporting requirements.
· Collaborate with the finance team to process payroll inputs, including attendance, leave balances, and benefits data.Perform additional duties as assigned by the HR Manager and Finance and Administration Director
Qualifications
· Bachelor’s degree in business administration, human resources, finance, or a related field.
· Minimum of 1 year of experience in HR or administrative roles, preferably within USAID-funded projects.
· Understanding of Ukrainian labor laws, personnel benefits, and taxes is highly desirable.
· Strong organizational skills with the ability to handle multiple tasks in a fast-paced environment.
· Ability to work independently and maintain confidentiality.
· Native speaker of Ukrainian

This position is based in Kyiv, Ukraine.
