Chemonics International Inc. is looking for a qualified professional to fill the position IDP Employment Strаtegy Development Consultant (Lead Consultant)
Project background:
The eight-year USAID Democratic Governance East (DG East) Activity aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity and common civic values and addressing the divisive impacts and the consequences of the ongoing full-scale invasion of Ukraine. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across four regional portfolios and an office in Kyiv.
By providing short-term technical assistance and expertise, DG East will support the Ministry of Reintegration of Temporary Occupied Territory of Ukraine (hereinafter MRTOT) in:
- Development of the National IDP Employment Strategy 2025-2030 (hereinafter – Strategy)
- Creation of local and national target programs of employment improving (based on the draft Strategy)
- Creation of IDP educational and re-training programs for including them to local education systems
- Creation of IDP self-employment assistance programs
Objective:
This activity will address DG East Objective 2. Increase participation to improve Ukraine’s governance and reform processes and help resolve community problems,
- Sub-Objective 3. Improved local governance processes and capacities.
The objectives of the activity are as follows:
- Increase the number of opportunities / approaches for IDP employment.
- Find new opportunities for local and national authorities to increase the IDP employment support.
- Improve local governance processes and capacities.
Purpose of Assignment:
While MRTOT will take a time and efforts for designing overall aspects of IDP Employment Strategy Development in Ukraine, DG East will complement MRTOT’s efforts and take responsibility for certain key sectors and activities.
In particular, DG East will take the lead in:
- Designing and facilitating the overall efforts to engage the maximum partners (related with IDP support) to the strategy development process to ensure that the final Strategy reflects the priority needs and desires of the IDPs and MRTOT vision.
- Engaging two consultants (Lead and Education) to help with design of Strategy and conduct a range of data collection exercises with the aim of collecting and analyzing IDPs needs and opinions for creating the Strategy with engagement national and local organizations and institutions to the IDPs employment increasing.
Detailed Tasks:
Under this activity, the Lead Consultant will review the national and local target programs (and other documents) related with IDP employment issues, support the close coordination with MRTOT and own structures, Ministry of Economy of Ukraine, regional military administrations, territorial hromadas, IDP associations (and NGOs), national and international Chamber of Commers and other organizations/institutions that can be involved to the Strategy development. Also Lead-Consultant will keep the duties for creation of analytical documents (questionaries, methodological, research, reports etc.) for development of IDP education programs and courses, and manage other Strategy Development Consultants recruited by DG East.
The Lead Consultant, in close cooperation with MRTOT, will take a lead overall in developing the Strategy, and will provide oversight and guidance to the other partners and consultants. The Lead-Consultant will be responsible for performing the following tasks:
- Daily work with MRTOT and own structures, included MRTOT / MRTOT State Secretary`s organogram, for ongoing participation all target events/activities related to IDP right protection, IDP employment issues, IDP support etc.
- Development the clear Strategy: goals, tasks, detailed implementation plan 2025-2030 for the each implementors, and KPIs for evaluation of completed tasks.
- Conduct an analysis of national and local target programs, laws, under-laws, and preparing the recommendations for adoption these (and/or approval the new) documents for IDP employment increasing.
- Develop the draft of targets programs / recommendations (PDF/PPP report) for 20 pilot territorial hromadas aimed on IDP employment increasing. The recommendations and implementation plan of local target programs will include suggestions regarding the IDPs positioning as local labor power / local businesses actors who can/should improve the local economic capacity.
- Develop the methodology / analytical questionary forms / recommendations to local businesses representatives to use IDP`s capacity based on IDP`s professions, educations, personal qualifications etc. The recommendations and analytical reports for local businesses will include suggestions and proposition to how the local business and IDPs can connect their join capacities to create a new employment/ business.
Deliverables:
The Lead-Consultant will deliver to DG East the following deliverables, in accordance with the schedule set forth below.
Deliverable No. 1: Reported of periodical coordination with MRTOT/DG East and other related partners. The report provided details regarding daily/weekly/monthly coordination with MRTOT / MRTOT State Secretary`s organogram of ongoing participation all target events/activities related to IDP right protection, IDP employment issues, IDP support etc. (offline or online). The monthly report should be no longer than 10 pages (Word/PDF/PPP). The monthly report shall also include the following details:
- Description of supported/ conducted events (main results and outcomes).
- Suggestions for partners work improvement.
- At least 10 pictures/screen shots from each event.
- Lesson learned/ Recommendation to partners after the conducted events.
- Participants’ feedback from event.
Timeline: every month after the contract is signed and up to November 2024.
Deliverable No. 2: Conducted analysis of national and local target programs of IDP support (available to analysis but at least all available national documents and 20 territorial hromadas target programs), laws, under-laws etc. Coordinated with national and local businesses association, Ukrainian Chamber of Commerce, American Chamber of Commers in Ukraine, and other related organizations/institutions. Written comprehensive recommendations for adoption these (and/or approval the new) documents for IDP employment increasing, based on current national and local economic issues, and developed 20 drafts of local target programs, based on these comprehensive recommendations. Presented all these analytical documents for next approval (recommendations suggestions etc.) for 20 pilot territorial hromadas to MRTOT/USAID/and other actors. Format of presenting is hybrid (offline / online).
Timeline: August 2024.
Deliverable No. 3: Developed of questionary forms` tamplates for future ongoing using by 20 pilot`s territorial hromadas for identifying of IDPs needs, issues and priorities and developed unique education methodology/ies for IDPs education and re-training regarding current economic situation on the fields. Presented all documents for next approval (questionaries, education methodology etc.) to MRTOT/USAID/20 pilot hromadas and other actors. Format of presenting is hybrid (offline / online).
Timeline: August 2024.
Deliverable No. 4: Developed and approved by the MRTOT the Strategy of IDP Employment 2025-2030 The Strategy included clear goals, tasks, detailed implementation plan 2025-2030 for the each implementors, and KPIs for evaluation of completed tasks. Also, the Strategy consisted by clear timeframe/milestones for result`s review (implementor’s performance) and should be ready to potential adoption to the current situation in future. The Strategy consisted by clear description, diagrams, PPP-slides, national statistics, comprehensive recommendation from the partners etc.
Timeline: November 2024.
Consultant Experience:
- University degree in Business Administration, Public Administration, or any other related fields. Master’s degree is preferable.
- Minimum 7 years in strategic planning experience.
- Strong experienced in working with the local / national government with strategy documents preparing.
- Strong experienced in working with the national and international business association, chamber of commers and other actors.
- Specific expertise in the sector-specific/priority in one of the following directions:
- IDP rights advocacy;
- Analysis of IDP issues and needs dynamic during 2014-2022;
- Knowledge of the local / national regulations and policy context is required.
- Ability to write (in English and Ukrainian) the documentation appropriate for the named deliverables in a concise and clear manner.
The selected Lead Consultant must have the ability to draft all technical documents and reports; coordinate with DG East and MRTOT and ensure compliance with DG East requirements.
Supervision:
The Consultant will work under the guidance of DG East South East Portfolio Director. Final deliverables will be reviewed and approved MRTOT and DG East.
DG East will cover accommodation and train tickets to required destination (government-controlled area). Due to the security situation, the Lead-Consultant must obtain DG East’s approval for trip.
Level of Effort:
90 level of effort (LOE) days.
Timeframe:
The timeframe for this assignment will be on or about March – November 2024
Place of Performance:
The assignment will take place in Kyiv, Ukraine.
