IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 145 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES is seeking applications to fill in the position of Political and Legal Affairs Advisor. Under the supervision of the Senior Advisor/Head of Political and Legal Affairs, the Political and Legal Affairs Advisor’s responsibilities will include:

MAJOR DUTIES AND RESPONSIBILITIES

  • Provide advice on a range of issues in policy and legal reform, including in elections, referendum, political participation, money in politics, digital technologies in elections etc.;
  • Develop and maintain collaborative working relationships with senior government, civil society and legislative partners, identify new partnership opportunities, hold meetings;
  • Analyze different types of legal acts, including those of other countries, and draft high-quality legal comments and analyses; develop draft legal acts and prepare amendments to legislation;
  • Publicly present IFES Ukraine policy priorities, defend legal reform’s compliance with international standards; speak at conferences, roundtables, expert sessions;
  • Participate and provide expertise for topical parliamentary, governmental and inter-governmental working groups;
  • Develop and implement advocacy strategies for policy and legal reform priorities;
  • Draft public analytical pieces, articles, OpEds;
  • Contribute to drafting IFES reports, informational emails, election bulletins, operational reports, donor reporting, and other reports, in both English and Ukrainian;
  • Support cross-sectoral programming activities;
  • Implement topical researches, collect data from online, literature sources, interviews;
  • Provide assistance in relation to organizing meetings, conferences, workshops and training activities for stakeholders and partners;
  • Maintain files and collect monitoring & evaluation data for activities;
  • Other duties as assigned.

SKILLS AND SPECIFICATIONS

  • Ability and skills to promote and inspire effective collaboration between individuals, organizations and build networks;
  • Strong diplomacy skills and cultural sensitivity;
  • The ability to remain organized while handling multiple tasks under tight deadlines;
  • Ability to design and complete tasks without supervision;
  • Strong analytical reasoning skills;
  • Excellent attention to detail and deadlines;
  • Strong interpersonal and communication skills in English and Ukrainian and ability to establish and maintain effective working relations with colleagues, counterparts and partners;
  • Willingness to adhere to all principles of confidentiality;
  • Must value operating in a collaborative and cooperative environment;
  • Ability to show initiative, good judgment, and resourcefulness.

EDUCATION AND QUALIFICATIONS

  • Bachelor’s degree required, master’s degree preferred in relevant subject area;
  • Minimum of 8 years of relevant experience with a master’s degree, 10 years with a bachelor`s;
  • Knowledge of the Ukrainian political landscape, current policy priorities, and elections framework required;
  • Demonstrated experience working with senior government officials, local governments, NGOs, and/or the international donor community
  • Excellent public speaking and presentation skills required;
  • Strong networking, and communication skills required;
  • Excellent English and Ukrainian language verbal and writing skills;
  • Working level proficiency in Word and Excel.

LANGUAGE SKILLS: Fluency in written and spoken English and Ukrainian languages required.

TRAVEL: Travel may be required.
