IFES шукає Civic Education External Consultant

IFES is seeking qualified applicants for a position of Civic Education External Consultant who will be working closely in coordination with IFES Ukraine and provide services based on IFES requests to the Civic Education team within the framework of the national-level civic education online course for Ukrainian youth.

Since 1994, the International Foundation for Electoral Systems (IFES) has played a key role in the emergence and modernization of democratic electoral processes and institutions in Ukraine. During this period, IFES has developed a reputation as a reliable source for impartial analysis and high-quality technical assistance in the fields of electoral and political finance reform, social inclusion and gender equality, election administration, civil society capacity building, civic education, and public opinion research.

Key directions of IFES programming in Ukraine include: defending Ukraine from cybersecurity vulnerabilities and threats in and around the electoral process; training electoral management bodies based on international standards and good practice; supporting civil society, academia and strengthening civic engagement; fostering dialogue on electoral and political finance reform; enhancing inclusion in the electoral process for underrepresented populations; strengthening key electoral and politically-exposed institutions.

In 2018, IFES launched an innovative and interactive civic education course called “Democracy: From Theory to Practice” for higher education institutions. The course’s objective is to develop knowledge, skills and attitudes related to the effective participation of young people in their country’s democratic processes in the digital age. Three components make up the course’s cornerstone: 1) Training program and course materials; 2) Interactive civic education teaching methods; 3) A group action project developed and implemented by students. The course covers gender equality, diversity, electoral rights and enfranchisement, inclusiveness and accessibility of persons with disabilities, the role of youth, media literacy, digital participation, money in politics, electoral systems, good governance, rule of law and public corruption. The course is offered in 50 universities.

For the purpose of the civic education development in Ukraine, IFES is launching a new online civic education course for youth, focused on underrepresented social groups such as young people with disabilities, ethnic minorities, citizens of rural areas etc. The consultant will work in a team with other consultants to design materials for this course and then assist in implementing it through offline and online activities.

Title: Civic Education Consultant

Period of Performance: August 31, 2023 – August 31, 2024

Level of effort: up to 90 days. 

Main duties and job responsibilities: 

Based on IFES request, the consultants would be responsible for

1. Developing methodological materials for the civic education online course;
2. Preparing texts for video, audio and other materials for the civic education online course;
3. Development and writing of course textbooks, trainers’ manuals, workbooks;
4. Participation in working groups, IFES events, round tables and professional conferences.

Education and qualifications: 

• Master’s Degree in relevant field;
• 3 years of experience in non-formal education;
• Previous experience in designing and implementing civic education programs;
• Previous experience in conducting trainings, developing agenda and trainings’ materials would be an advantage;
• Experience in organizing and moderating events would be an advantage;
• Experience in designing online courses would be an advantage;
• Experience in working with inclusion topic would be an advantage;
• Experience of working with international organizations would be an advantage;
• Experience of successful advocacy campaigns in the field of human rights;
• Experience of work/volunteering in CSOs dealing with the rights of people with disabilities;
• Strong interpersonal, presentation, and communications skills;
• Good English and Ukrainian-language written and oral communication skills.

Expected deliverables: 

• Prepared methodological materials for new civic education online course;
• Prepared video, audio and other academic materials for the Civic Education courses;
• Prepared chapters of course readers, textbooks, facilitators’ manuals, workbooks;
• Agendas, presentations, and other training materials from offline and online training events;
• Records of focus groups, interview records, reports on focus groups, online events, photos.

Special Conditions:

• Private Entrepreneur status would be required.
• Travel may be required.
