Cybersecurity remains a critical and pressing issue in Ukraine. Successful cyber-attacks could have an irreparable impact to electoral integrity, damaging the foundation of trust in the electoral process and tampering with citizen’s democratic rights. IFES has worked diligently with a range of security and electoral actors to ensure that electoral cyber infrastructure is updated and protected, that civil society have the tools they need to protect themselves, and that Ukraine is constantly learning, adapting and being vigilant to increasingly sophisticated attacks by malevolent actors.
IFES is seeking a qualified Cybersecurity Consultant to support the activities of the Digital Transformation component in Ukraine. The consultant will work closely with IFES Ukraine Digital Transformation team and Ukrainian electoral and cybersecurity stakeholders.
Scope of Work:
- Develop training modules, training materials, manuals on Cybersecurity, Cyber Hygiene, and other designated by IFES cybersecurity, digital transformation, and election related topics (training materials, tools for trainings, webinars, including providing expertise for the BRIDGE workshops);
- Conduct TOTs, trainings, and webinars when needed by IFES;
- Participate in developing of the publications, reports and analytical materials together with the Digital Transformation team and/or other experts;
- Communicate with stakeholders and provide expertise per their request;
- Participate in official events on behalf of IFES;
- Travel on behalf of IFES when requested.
Deliverables
- Package of training materials (Agenda and curriculum, Power Point presentations, Facilitators Notes, Handout materials, Pre- and post-tests for trainings);
- Reports after the trainings, meetings working groups and other events;
- Texts of publications/assessments/analytical reports etc.
Period of performance: March 6, 2024 – March 6, 2025
Number of billable days: 60
Professional requirements:
Education
Master’s degree in law, economics, management, public administration, computer science, cybersecurity or other related fields.
Experience
- At least 5 years of proven experience in developing and conducting trainings in elections, cybersecurity, law, political sphere, and other related fields;
- Participation in at least 7 trainings for trainers in the sphere of law and elections;
- Professional experience of conducting trainings in the elections sphere for election commissioners;
- Experience in developing training materials and methodologies in the spheres of elections, cybersecurity, digital transformation or other related fields;
- Experience in conducting research and analysis, writing publications is an advantage;
- Professional experience of working with public authorities and non-governmental organizations would be an advantage;
Language: Fluent Ukrainian and English are required.
